Well I'm not exactly sure about how Notch is implementing weather but I got some good ideas for weather. I think these ideas will make Minecraft much more realistic, and is the proper way to implement weather.

●Beds Speed Up Time
●Better Minecraft Day/Night Time, 1 Minecraft Hour = 1 Minute of Gameplay
●Sprinting Ability
●Implemented Temperature, Colder at Nights, and Warmer in the Day
●More Intense Weather Conditions, Blizzards, Heavy/Light Rain
●Ability to Snow in Non-Tundra/Taiga Biomes, if it gets cold enough and happens to be raining
●Seasons, Snow/Rain in more Biomes in Winter, Less Snow/Rain in Summer
●Very Rare Rain Showers in Desert Biomes
●Snow Can Melt by the Sun in Warmer Temperatures
●Hail, In Colder Temperature, it May Hurt the Player or Break Glass
●Winds, Can Blow Leave Off Trees, If Powerful Enough, May Even Move the Player or Other Entities
●Wind Can Cause Dust/Sand Storms
●Players Can't Sprint as Long in Warmer Climates
●Different Levels of Snow, Player Will Move Slower in Higher Levels of Snow
●Flooding, After Heavy Rain There Could be a Low Level of Water Outside
●Players Will Move Slower in a Flood
●Mud, After Rain/Snow/Flooding, Dirt and Grass Could Turn Into Mud
●Mud Will Cause the Players to Move Slower and Make Feet Prints Behind Them
Example
It is raining outside and begins to become night time, so you decide to go to sleep. You sleep through the night, wake-up, look out your window, and see a fresh layer of snow outside, as far as your eyes can see. As the day progresses, you notice the snow begins to melt, as summer begins to approach.

Updates to Current Features
For some of these to work properly, beds will need to speed up time rather than skipping time. Also for this to work properly I think that the Minecraft time cycles should be changed.
Currently days are 10 minutes long, nights are 7 minutes long, and sunrise/sunset is 1.5 minutes, so therefore, each Minecraft hour is 50 seconds of gameplay. I want it to be changed to 14 minute days, 8 minute nights, and 1 minute sunrise/sunset, or maybe 7 minute nights and 1.5 minute sunrise/sunset, although 1 minute is more realistic. This would make it so one Minecraft hour is 1 minute of gameplay.
New Ideas About Weather
First of all, I think there should be a temperature implemented. Also seasons would be very helpful. For the temperature, it should get colder at night and in the day it should be warmer. Here's an example of what I mean, you live near a snow biome and it is spring time so it is raining, the sun starts to go down and you decide to go in and sleep. You wake up, open your door and theres a layer of snow outside. And after the day goes on, the snow and ice begins to melt. In the summer time you will be getting little rain, depending upon the biome, and in taiga and tundra biomes it could stop snowing. Also, in tundra biomes, during winter you can get blizzards, and at rare times there might be rain in deserts.
I like this idea, but as it speeds up (time going by when you sleep) mobs spawn as well correct? If so then hostil ones will as well which might bother some players who use a bed just to skip the whole monsters spawning and more creepers. If this does come into play then people on easy - hard will have to deal it with sadly. Though we are getting weather, these arn't bad ideas.

Yea mobs will still spawn, as they should. Maybe on easy mobs will not spawn during sleep, but on hard they definitely should spawn during sleep. It seems more realistic if they still will spawn, but I know some people don't like to deal with creepers when they wake up, although, I don't think creepers are all that irritating, you just need to charge them with a diamond sword.
