Many of us remember the debacle that arose from Notch's proposal to make torches burn out and have permanent lanterns for the Halloween Update. I, personally wouldn't be fond of the notion of having to use up several flint and steels to relight my torches before coming up with the material for a lantern...
However, in light of recent news about the weather effects to be introduced in Beta 1.5, I think I have a way for lanterns to be useful.
When the next update comes out, it will either rain or snow every once in a while in whatever region you are in (unless you are in a desert). I would think that if you had any torches exposed to the open air when this happens, they would go out, and you would have to relight them after it stops raining/snowing. A lantern, however, (being shielded with glass) would stay lit during such conditions and would be favorable for permanent outdoor lighting.
In short, torches remain lit indefinitely if not exposed to weather effects, and lanterns remain lit even when in a weather effect, thereby giving a use for lanterns without making all torches go out!
If you like this idea, please spread it around! I think it would be a great additional feature to the game, and would like Notch to take note of it!
I'm not in favor of this, I use torches often for way towers, outside on the walls of my structers, for animal farms, and 100 are surrounding the 25 trees in my tree farm, replacing those with lanterns would use too much lightstone. I know some people would perfer to keep torches lit indefinitly while also having a purpose for lanterns. I suggest changing the recipe for lanterns so they use common renewable resources, allowing lanterns to provide light while being held, allowing lanterns to be placed on the ceiling, allowing lanterns to be placed underwater, giving lanterns a light level of 16, causing lanters to hurt hostile mobs, or any combination of the previous ideas to avoid a torch nerf. If lanterns were easy to make and used renewable resources I would be okay with my torches going out from weather.
Notch said that he would replace all torches in your save including your inventory to be lanterns so we dont have to replace everthing. Torches will still be craftable.

When did I say that the torches would be replaced? I didn't! Lanterns would be used for outdoor lighting to withstand weather effects, and torches could still be used as indefinite sources of light in indoor areas and caves!

I have a solution for you. Obviously placing that many torches outside in bad weather will make them go out. However, if you placed a block of dirt or glass or whatever above them, they won't get rained or snowed on. This would look kind of ugly, and would only be a temporary solution, but you could still do it that way. Lanterns would be useful for aesthetic reasons and for full lighting.

you aren't very bright, are you
Apparently, you're not very bright either. I know that's what Notch said, but that doesn't mean he will definitely do it that way. You obviously misunderstood my reply, and if you are going to evaluate my brightness level, you better have a good reason to back it up with.

It would make way towers more difficult to see from a distance and would not work well in my tree farm. but is a possible solution.
I like the idea. you should be using lanterns for your towers and whatever else, not torches. It adds a good dynamic, I think, whereby torches are indeed temporary when used outside, but you can still take advantage of the cheapness of torches for exploring cave systems, which are obviously sheltered from the weather. Good system. I would advocate for this.
