Um... I was thinking it would be cool for notch to add water half blocks. In Beta 1.5, when notch adds weather, it could fill holes up with them. Like a puddle. It would be annoying if rain would completely fill holes up.

I'll assume that you can't "pick up" this water but it's still and can put out fires. Let's say it can't flow as well.
You should rename this suggestion to "puddles".

I mean no infinite water blocks or a spring system that makes sense. It would just literally be 1/8th of water, 3/8th of water, etc, equivalent to how much rain has fallen.
right now, 2 buckets = infinite water.
however, on what you're saying, I'm glad minecraft has limited resources and you don't always get a full refund when you break them, like glass. You just slowly hollow out your world
