I couldn't seem to find one of these, so here it goes...

Authors could post texture packs onto a server (uses MinecraftForums as a base?). You could review/give feedback to the texture packs so the makers will be able to improve them. It would support all the way up to x256. When a texture pack is outdated, the browser will tell you that it is outdated, but won't prevent you from downloading it. All the texture packs you install are downloaded, and saved for offline use. Built into the game. Top rated/top downloaded list.
