The Redstone Current Clock is an item that between two set times each day, would supply a Redstone Current to all surrounding blocks.
It would be crafted in a way something like this:

= Clock = Redstone
How would this be different from a photosensitive cell? A photosensitive cell would only be effective at daytime, and only then at specific, fairly distant times. If you wanted a door to open for only a minute at midnight, this could do it, a photosensitive cell could not.
The only thing a photosensitive cell has over this is that this only functions between those times selected, there is no way to coerce it to function early, such as with the placement of a torch or other luminescent object.
How would it work? Right-click an RCC, and a UI would open.
A fairly simple one, just 2 empty slots for you to type in and a, "~", between.
I'm unsure of the exact time measurement used in Minecraft, but it would function on the same one that it does in multiplayer servers, I believe it's seconds. Any number from 0-1200 (20 minute day/night cycle) can be typed into either box, and between those two times the current would be supplied.
Want a current only at night? 0-690
For a minute around midnight? 870-930
Sunset to midday? 1110-300
it wouldn't really add much...
can you describe a situation where this would actually be helpful?
as if you made this for a secure door of some sort...
you realize that minecraft is a game where you can break everything with your fists...right?
You do realize that everything that needs something more than your fists to break, requires 30 seconds or more to break with your fists. You must be very patient.

obsidian breaks in 45 seconds with fists.
the steel door would break in 10 or 15.

just saying, there is no security there.
so why?
Well then... whats the point in having doors at all?
The fact that anything can be broken by anything given enough time is, IMO, akin to a glitch.
As I've said with other suggestions, hopefully there will come to be an actual element of security somewhere in the game, obsidian that you can't punch through, iron doors that you can't punch through, etc.
I can only hope that in time, Notch will have the sense to make it so that some blocks are physically incapable of being destroyed except by an item of a certain or better material.
But I digress.
Secret passage? When trapdoors are added, hook one of these up, and put them in the middle of an inconspicuous field. Tada, hidden passage only accessible at a certain time.
Or one thing we do on one server I play on is try to make things as realistic as possible, we have a bank, store, people have to buy land if they want to build within town limits, etc. Hook one of these up to the bank's door, and boom, your bank has operating hours, or it could be put on a castle wall to enforce a curfew.
A trap around your house, once again with trapdoors, surround your house, set them to open at night.
With grates, hook them up around your house, and have a night-time lava trap.
I'll admit, it's fairly dependant on things that haven't yet been added to the game, but it's still something to consider.
The only thing I would use this for would be to have a song that plays during the day and a song that plays during the night. However this can already be accomplished by using a lot of redstone repeaters.
I can't fathom a use for it.
can you?
you still haven't, really..
Well... aside from doors you could use it with AND gates to have vaults that only open for part of the day. While yes, you would say "players can break them down". Why make anything if players can break them down. Why should I make a base if a player can grief it?

too keep the mobs out.
you know, the things that can't break blocks.

Then there you have it... a timed door. It doesn't matter if a player can break through it, because mobs can't. The idea is still good.
This is good for gates that automatically close at night.
I can't fathom a use for it.
