Slime weapons use slimeballs for ammo. If you hit a mob or player with them, their feet will be covered in slime and only be able to move very slowly. Contact with lava, fire or water will burn/wash away the slime.
Maybe arrows can be covered with slime for the same effect too:

Recipes can be things such as slime on a stick, bone, or arrow. Maybe even dispensers able to launch slimeballs for the same slowing effect.
O_O Really? REALLY? You don't even deserve for this idea. The only part I think makes sense is dispensers shooting slimeballs. Try explaining it a tiny bit better, OK?
