If you are going to reject this idea, be sure you know what i'm suggesting first.
Ignorance will not be tolerated. Ask questions if you are confused about anything. I reserve the right to respond in a harsh manner towards those who fail to elaborate themselves when they don't like my ideas.
Feel free to comment on just one idea if you want. The mud idea was me elaborating on how I picture mud working as it would fit within the parameters of my main idea. I think its a good read about the inclusion of mud.
Intro
I had an idea that I'm sure someone has probably suggested before, but the Already Suggested Topics and Google Search wasn't bringing anything immediate up and I got tired of searching for it. I don't think it has been suggested often.
Ice Idea
I think that ice should affect any block when it is placed on ice. You should be able to press against it and it will slide across the ice. The motion is similar to when you push a Minecart around. I would like to think that they could interact with other blocks on the ice, but that causes several problems trying to build on the ice.
When you build on the ice it would become commonplace to lay your foundation in the ice and build on top of that. Placing a block on top of another block will make it unable to be moved by pushing. Sneaking will stop you from inadvertantly pushing a block while you are building. Boats and Minecarts will be able to be pushed on the ice and function like a sled.
There is a problem that would be hard to fix with this idea. When a block slides towards open water, it would unrealistically float over the water. Maybe if the physics were adjusted so that blocks adjacent to ice that are pushed over air, water, lava it would stop just before going over unless it was something with fall properties like sand or gravel (or a boat or minecart). Implementation of Independent Block Entities would solve this problem of blocks floating over holes in the ice. (There are other ways to fix it though.)
Mud idea
I hope Notch adds mud that would have similar properties of ice. If it slows down like soul sand, than this idea wouldn't work for mud. He could possibly add different levels of mud like water has different levels. Low levels of mud would be slippery while deeper mud would slow you down like water.
Mud levels
It could be somewhat random how mud levels form. at the time of level generation certain water beds could consist of deep mud. This would be a lot more common in certain biomes like swamps. This mud would nearly be a block thick and would slow you down and may become a hazard if you aren't careful. The bottoms of most water areas would have soft mud (the slippery kind). Soft mud would be the lowest level of mud.
I picture mud transforming a dirt block rather than being formed as a separate entity on top of the dirt. When dirt forms below water or water is poured onto it, it becomes a varying degree of mud. This mud will last a certain period after water has been removed and will eventually dry into normal dirt. This would work when Notch adds the Temperature update and would work even better if weather was working with random weather systems.
The mud texture would technically be part dirt and part mud. The mud part of the block would be non solid and you can walk in it. This is a similar concept to how snow transforms the grass block under it when it forms. It will just transform more of the block than snow does.
Mud will remain mud after water has been removed as long as water is touching the mud block or within a certain range of the mud block. This would be the exact same concept as using water to grow crops. As long as water is within 4 blocks of mud it will remain mud until destroyed. Destroying mud will produce a dirt block. (Mud blocks could be obtained by destroying deep mud, but due to a lack of a good name for a dried mud block, I'm not going to delve into this without more ideas, but will be glad to discuss it.

I support Carrier Eagle
I support Power gloves
I support Coal Powered carts delay
Though, if this would happen, the next step would be that heavy things would break ice. >.>
Still, I approve.
