It would behave similar to a grappling hook. By combining this feature with boats, it would be easier to transport villagers and mobs. It would be useful for mining and exploring. They also add to the game's lore.
Balance is a big problem, so I created a few things to help with this. First, the player needs to use a totem-of-undying to tame one of these guys which is a very valuable item and somewhat difficult to obtain. Second, they need to consume cookies to control the junglin’s elastic arms which means they will need to sacrifice one of their items. Third, the limbs can only stretch a distance of ten blocks which is pretty small. The limbs will only pull a player directly to the block. It couldn’t pull players over blocks so it couldn’t really be used to climb an end tower. Fourth, it would be way more limiting than ender pearls. Ender pearls can be thrown across a massive distance and even through blocks, but a junglin can’t do this. Ender pearls can also be thrown over structures or be used to get on top of a structure, but the junglin limbs would be more limited. All of this should keep it balanced, but Mojang would need to test it to see how they can make it even more balanced. One of the coolest things about their grappling ability is that it could also be used to transport mobs or villagers, which is something currently missing from the game. I personally would use this to make mining and exploring easier.

The arm thing is kind of growing on me, the idea has this "so strange that it sort of works" feeling to it. Do they do the arm thing by themselves if they're provoked? As for the Totem of Undying part... I mean... I don't know, that's a pretty valuable thing just to give up to have a mob use its elastic arms for you. I'm not sure on the cookies thing either, though I sort of get it because it's a jungle thing.

They do use their elastic arms on their own, but if they are attacked, they use blowpipes to attack the player. They all work together if one is attacked. They mostly just use their elastic arms for fun, and for grabbing cookies.

I rather suggest to connect minecarts, make jumping rails, old boat dynamics and solve a lot of other flaws or lost opportunities in the transportation system. Also I think villagers are overpowered, as they made enchanting tables pretty useless. In other words: You can't balance an addition out that is based on an already unbalanced game. They should fix the villager problems first. Maybe they'll do.
