I agree, perhaps if they would add more uses for Phantom membranes, people would not be irked by the Phantom being in the game so much since its implementation by mob vote.
I've gotten used to it, using a beds within 3 nights is simple enough.
But I do agree that membranes could do with more uses than making slow falling potion, which is good, the only other use for it sucks, that being repairing the Elytra, due to the broken anvil mechanics and the prior work penalty increasing.
Membranes are useless early game at the moment. We don't get to make potion of slow falling until after we had visited the Nether, where materials for potion brewing are obtained. Out of all of the materials in the game, Phantom membranes are the most underpowered imo. But making the elytra craftable early game isn't a good solution either, players should still be required to go to the End to obtain an item of some sort in order to craft them. While this doesn't solve the early game use problem of membranes, it does add another use for them.

Why don't we just have it so that the fletching table creates copies of elytra, given a base elytra to model with, and some phantom membrane?
Could do the same with saddles, and for smithing tables with horse armour and CDs.
But it won't happen, because it'd still be too easy.

So we should just be stuck with the problem where people argue over the rarest items, even on non anarchy servers, just because some people disagree that those items should be renewable? also I said players should still be required to go to the End to obtain an item of some sort to make the Elytra craftable with membranes, perhaps a template or something similar.
This is the problem with people who keep demanding Mojang to make the game harder for everyone and to hell with the consequences, they keep ignoring casual players who don't play the game for the same reasons they do, and if they are late to a server they may become envious of people who joined a server earlier and had already raided the End cities for the best gear which can only be obtained once per structure. Who can blame them? and what if players steal another person's trophy items as a result of this? sometimes you can't prove this, which means it isn't always possible for an admin of servers with anti grief rules to find who to ban.
This is one of the reasons why Shulker Shells became renewable btw, so everyone gets a chance to earn some of the rarest loot in the game, not just for players to be able to replace Shulker boxes that were accidentally lost without resetting an entire world and ruining it for other players.
