Folllowing up from my larval creeper idea, do you need to set something on fire but you can't reach it or get around a hitbox with flint and steel? Would lava just destroy it instead of burning it? Well have no fear, fire potions are here! Crafted by brewing a lava bucket, (you get the bucket back), they yield a molotov-like potion. Drinking it is not wise, so make sure to add gunpowder! And if inversed by a fermented spider eye, they turn into potions of slowness.
So these are like Flint & Steel but throwable? I guess that's alright. It's not something I'd use personally, but the idea isn't terrible. It's hard to explain, but I think this idea would land a bit better if it was in a different form, rather than a potion. Potions are usually for buffing yourself, or weakening enemies in some way, and your potion is just for spreading fire around - which doesn't make your idea bad, but still.
A fire charge is more a one-time flint and steel or one-time flame arrow, it has no area of effect and cannot be used as a ranged weapon by hand.
Well, since fire charges are capable of starting fires, they can even indirectly cause mobs to ignite, potentially killing them, if they have no natural immunity to fire that is.
They do have benefits that potions don't and that's lighting nether portals, but this is logical seeing as Mojang clearly intended nether portals to be made by the igniting of obsidian when arranged in a certain order and a minimum of 10 blocks.
I am not sure how we could make Ignition potions useful though, but a Potion of Igniting would be interesting, who knows, Mojang could give it a try and see how it works in the long term, perhaps there could be boss mobs put into the game that can only be killed with magic, and a Potion of Igniting, as I would call it, would be an ideal item for this experiment in game design.
If the Deep Dark biomes were to receive an interdimensional portal, this would be a great way to try this one out in my opinion.

I applaud your imagination, but all I want is effectively taking the way a lightning rod works and applying it to a potion you can throw a small distance and affect a radius of area in one hit (maybe even lingering, lasting fire).

Not necessary considering we have fire charges, which are capable of setting things, players or mobs on fire.
And are about the only other thing I would ever consider using gunpowder for, since TNT is so poor as a mining item in the game.
