Grappling ropes are an item that help gowing upwards. a grapling rope is launched like a projectile, once it latches into a block from below or the side, it immediately creates a rope that dangles from there down until it reaches a solid block or it reaches its maximum length (8-10 blocks?).
ropes created with a grappling rope can be extended manually with regular ropes.

I support both although perhaps a model between that of leashes/fishing rods and fence posts would be less ambiguous than looking exactly like ropes.

from what you wrote it seems to me that you didnt understand exactly what i meant, the idea of ropes is basically a ladder block that does not need to latch to another block and has some different placement rules to help with usability.
although i hate the current climbing mechanic, ropes should be using the same mechanic as ladders or vines, anyway i dont see how mining from the roof is OP, you can literally do that with scaffolding or literally any other block.
also riptide trident is a lategame item and enderpearls are consumable
i feel that for a game that has "Mine" in its name, basic mining equipment are not a far fetch
As suggested, ropes would function almost exactly like weeping vines, so I don't really understand in what sense they would be unsuited for Minecraft either. However, I feel like there is a lot of missed potential in this suggestion. The introduction of new items are opportunities to improve upon existing game mechanics and broaden the scope of what is currently possible. So here are my two cents:
There should be two types of ropes: knotted and unknotted (aka regular) ropes. Either one can be crafted into another. The main difference is only knotted ropes can be climbed up, but both can be climbed down. Moreover, regular ropes can be descended just like ladders, whereas one has to press down in order to descend knotted ropes, staying still otherwise.
Ropes should be placeable on the side of blocks (and maybe even dangle, like an improved version of leads). Maybe ropes slightly (much less than cobwebs) slow down players/mobs moving across, but not alongside them.
Ropes should be waterloggable. The ability of staying still on waterlogged knotted ropes (as opposed to slowly sinking) would improve underwater construction immensely.
Ropes should be a fairly useful ingredient material. They could be used to craft hammocks (a place to sleep that does not reset ones spawning point); hanging banners and other sorts of tapestry; rope bridges (a block that falls if not attached on both sides for too long); nets (a waterloggable block that allows projectiles and item entities through, but not mobs/players); etc. These are a just a few off the top of my head. The possibilities are endless.
As for grappling ropes, I believe them to be very underpowered. As suggested, they wouldn't do much besides saving rope-placement time, so I don't think they'd be particularly useful except for last minute fleeing. Even then, the inconvenience of switching items to the grappling rope, looking up, aiming and climbing up, greatly detracts from its usefulness. Just to be clear, that doesn't mean I dislike the concept, on the contrary, but I'd like to take it on a different direction.

However, (as they'd be only craftable from regular, not knotted ropes), one would not be able to climb them up, just dangle. This would allow for a novel (and most importantly, very fun) way of moving, surviving fall traps and traversing steep terrains. Of course, it goes without saying (but I'm saying anyway) that there should be use restrictions (on maximum length; momentum; duration and types of blocks they can attach to) so they don't become overpowered.

To balance the use of the grappling hook and rope mechanic I'd suggest allowing Spiders and their Cave Spider variants to crawl along ceilings, they can already climb walls, but they don't move along the ceilings like you'd normally expect a spider to be able to.
This would encourage players to secure mob spawners to turn them off on encounter of dungeons or in mineshafts, before using the rope to mine ceilings of cave systems. Where the rope would be considered "underpowered" I would say it would have a lot to do with the fact we need more materials worth mining for in the new terrain generation, perhaps TMC's suggestion of adding rubies, as well as fixing Iron ore generation from 1.18 which was a disaster and not well received. I would also suggest the addition of minerals like sulphur for making acid traps with, as well as having a yellow crystal players could mine, sulfur according to my suggestion can be a placeholder for more uses to be made for it as well.
Sulfur could also be used as an ingredient to make gunpowder, making it the first naturally generating item in the game
that allows the crafting of TNT and fireworks. When bed mining in the Nether gets nerfed, which it inevitably will, this could be a well

I like the idea of a non-block and solid (so not vines which have to be clung on and rested within) climbing tool.
Chains already have the right model but are just useless decoratives despite how practical they look (yes they are very pretty though)

I am not sure if this would work for the game tbh
and riptide tridents can provide you quick escape routes out of caves if you know what you're doing with them,
bringing a bucket of water can do the rest.
Don't have a riptide trident but have ender pearls? use those instead.
Grappling hook with rope seems rather unnecessary, and it might even be abusable, because contrary to the other escape methods,
which are situational, grappling hook with ropes don't appear to have any drawbacks to them meaning they could be too OP.
I mean, imagine mining from the top of caves, you could then do this out of reach of hostile mobs,
making you immune to their attack, as gravity would keep them at the bottom.

I'd support a change to chains to make them climbable
And the grappling hook could be made compatible with chains to be used as a weapon, to force mobs to get in
close quarters with the player, would be useful against Witches so you can smack them down with your sword before they can throw a potion at you.
