No. Wolves are fine. The biomes overall need more significance beyond mere cosmetic difference and wolves only spawning in taiga and forest is a step toward that.
they should spawn in woods, seasonal forests, and maybe tundras, just to up the chances of finding them. my main world has no tundra or forest for miles so it makes me mad!

I think the rarity makes wolves illustrious. If they were common, then they would be just another mob noone cares about.
