This was a simple idea I had, I'm not sure if anyone else has thought of it or not, I didn't see anything about it anywhere so I'll assume not, anyway
The 'Creeper Cube' (temporary name?) is a simple 1x1x1 block that is textured like a creeper, no face of course and is built like so:

now, for the important thing: Function
When the creeper cube is placed, all creepers within a certain area (area effected is determined by difficulty) will be attracted to the cube. The area between creeper and cube must be clear of all blocks. Upon contact the creeper will begin their 'self destruct' timer.
The cube acts like sand and gravel, being affected by gravity.
Technical stuffs:
Difficulty effects area, the higher the difficulty the less the area, for hardest the creeper would have to be only two blocks away
How it works: (suggestion, can be anything really) Upon spotting a creeper the cube begins to 'attack' it, dealing no actual damage but causing the creeper to believe it is being attacked, and acting as if the cube is a hostile threat, the cube attacks multiple creepers if there are some and sends out the 'attack' (It can 'view' from all sides, does not view from top or bottom so the creeper must be level or one level lower with the cube.) every 20 secs after first seeing a creeper, meaning the player has to be careful with attacking an attracted creeper.
Detonation:
The creeper will treat the cube just as the player or a mob that has hit it, meaning the range the block has to be in the maintain it's self-destruct timer is the same, though the creeper itself will not begin to hiss until it actually touches said block
Uses:
Creeper protection, set these up away from important structures, should a creeper wander too close they will go to the cube instead of possibly blowing the structure should you not see it
Demolition: a skilled user can use creepers as actual explosives by strategically placing a cube and luring creeper(s) past it
Traps:
set one up and then put a large ledge, the creeper will fall in and ta-da, gunpowder, be careful, if the creeper does make contact it will explode, no matter how far away from the cube it gets afterwards, also attacking the creeper will make it focus on you since the cube will no longer be able to 'attack' it.
Balancing:
The cube requires gunpowder to build, meaning one must first kill a creeper or find it in a dungeon to build one, the cube is obviously destroyed by the blast meaning it must be remade whenever one does go off, if it isn't destroyed by the blast it would continue to work.
The Creeper cube would appear in SMP, but only as decoration and would not function, to protect against griefing with them
(possibility: creeper doll: crafting two Creeper cubes on op of each another makes a 2x1x1 creaper 'statue' to display, creeper is smiling instead of frowning though and has no legs)
Reasoning:
The cube emits a weird aura that seems to attract a creeper, rather it being an aura or just the appearance and curiosity one may never know, but upon touching the block a mechanism is triggered that sends a disrupting charge through the creeper, causing it to self-destruct.

i believe that a creeper attracting block would be good, but it should have more than one use, because what good would it be if it keeps getting blown up? Just saying...I support. But it needs to be harder to craft.

but in defense, yes I've been killed by creepers, and yes I've lost my fair share of buildings because of creepers.
I admit the idea as it is wouldn't be very good, but it's more the concept, a way to protect your building from creepers without having to turn off mobs completely, maybe a nice way to get gunpowder even, if you feel it would make the game to easy, simply don't build it. I really don't know much about giving it more purposes, and I agree, it would be a lot of programing and such just for the block when it only has such a limit of uses.
Hmmm, lets see, as for making it too easy to build, I suppose that could be true, perhaps include glow dust in the recipe? making it essential to go to the nether just to build these?
I have found that the best ways to get creeper-free is to:
1) Build a 2/3 block high wall
2) build a pit 2 blocks deep and fill the bottom with lava/cacti. If you want the drops, make the pit 3 blocks deep, place signs on the bottom, place lava on top of the signs, and have a trench on the sides of the pit. something like this:
