This needs more detail; the picture that comes to mind is inverted giant brown mushrooms growing down from the (netherrack?) ceiling above an expanse of lava, but I'm far from certain that is anything like what the OP means....
I would suggest increasing the ground depth in the Nether down to negative Y 64 for extra biomes like this
Given that the Nether is the underworld and is a representation of the Greek mythology Tartarus, or that is what is implied by name
it would make sense that the Nether would get more dangerous and scarier the deeper you go,
However the mushroom biome could be an exception to the rule, similar to mushroom fields in the Overworld,
I'd suggest altering your suggestion so this is a rare biome in the deepest pockets of the Nether where players didn't have to deal with hostile mobs, what would be the catch? surrounded by lava, meaning you'd need to move along a Netherrack ceiling or use fire resistance potion to safely find one.
Every other biome in the deepest reaches of the Nether? that's a discussion for another thread,
but I would suggest introducing more hostile mobs into the game as well as Nether outposts made of blackstone, they would be similar to Bastions, but far more dangerous and have more brutes to deal with, along with Wither Skeletons and a new hostile mob called kallikantzaros, that are fast running mobs, that can open wooden doors and attack players with spears. I don't recommend this be for the mushroom biome you suggested, but it's your suggestion and your opinion, you don't have to agree with me.
A mushroom biome where flat top mushrooms grow close together from the ceiling of the Nether over top an ocean of lava.

Including the intended purpose(s) of the biome something like the biome descriptions found here: https://minecraft.fandom.com/wiki/The_Nether#Biomes
[art optional if the text description is good/clear]
