This idea is very simple and solves the flower dilemma some people have. By combining four flowers in a 2x2 arrangement the character then creates a 'bush' of that type. So a creates a rose bush and a creates a flower bush.
Bushes work slightly similar to Cacti, you can only plant them on a grass/dirt block or on top of another bush block and the bush will attempt to spread one tile in any direction on the same height. The bush won't spread onto blocks that are not dirt or grass and won't spread if there is no block beneath it.
Players can 'harvest' these bush blocks and place them in the crafting square to receive four flowers of the same type again. Bushes cannot be walked through, they will stop water and projectiles and are of course very easily exploded and will catch fire.
Oh, well this does solve the limited amounts of flowers there are in the world, having flowers spread on their own would cause the issue of there being hills full of flowers.... not a bad thing mind but they'd just keep spreading and spreading like wildfire. This limits it to something the player must make first, and adds the fun of making hedge mazes without having to use leaves.
