Just thinking about this the other day, but I realized that this might add a bit more challenge/fun/realism.
So basically, its about thunderstorms. You would start to see the clouds getting darker and a bit bigger, untill (a bit closer to dusk) it start to rain. Raindrops would be 1/2 size blocks, and when the hit, the spread out and water a 3x3 are around them. So basically the dynamics this would add would be that it would be important to get a roof over your head, otherwise the rain will extingush any toches/fires left out in the open. Also, (maybe) trees/plants grow faster in the rain.
notch and crew have already tried to implement weather.
I don't know what the problem was, but they removed weather from the game for a reason, and I think it should stay that way, until whatever the problem was can be fixed.

They took weather away at the same time they added biomes, so I'm guessing it has to do with the probability of rain/snow in biomes.

That makes sense. It's possible that there's a big programing jump between having falling snow on the entire map and having snow only in certain places.

After beta 2.4, the one with wolfs and cookies, and went in the the minecraft.jar file and there was a file with a picture of snow, rain, and clouds, but they were different then normal mincraft clouds.
P.S. there was also achievement folder
