We already know the potion of luck is available only in creative with no way to craft it. This suggestion would provide a simple method using mechanics similar to the ones already in the game and also making the potion well balanced.
Bees irl actually use clover fields to produce honey. if clover fields appeared near bees, similar to flowers, it would be easy to implement this potion.
Clover blocks would mostly drop regular clovers- which could then be smelted for green dye or used to breed rabbits (since rabbits love clover).
There would be a small chance that when a clover block is broken, it would produce a 4 leaf clover instead.
This can then be brewed along with a gold ingot to produce a potion of luck (1:00).
I would say gold nuggets, but honestly they are too easy to find in the nether. This also adds another use for gold (and we'll finally be able to use those stacks we have stored away).
A longer lasting version of the potion can be made by also adding glowstone, making Luck (5:00).
Luck would reduce the chance of finding junk items while fishing, and would also increase the possibility of better loot drops from slain mobs.
I really like the idea of it making loot from chests better but I know that would require the chests to be generated for the first time while luck is an active effect. Sounds kind of game breaking tbh. I imagine people would be using a redstone de*th machine to launch themselves across the map and load new areas on an infinite seed lol
Regardless, this would give us an alternative to some of the enchantments out there and could also be stacked with them to find some great loot.
Of course, to balance it, the 4 leaf clover is going to have to be rare enough that farming clovers takes a lot.
In order to do this, clovers cannot be planted. Only pollinated by bees.
