Copper could be used to craft a gold pan, which would function like a tool and have durability. It would mimic the fishing aspect in the respect that someone would have the chance of finding several different items, like gold nuggets, black sand, shards of amethyst crystals, sand, dirt, clay, sticks, etc. The default loot table in the Strainer Mod may provide a good starting place for items to add to the copper gold pan loot table. Another interesting idea would be turning up the frequency of gold nuggets in a badlands or red sand biome.

What do you mean by black sand? Do you mean black concrete powder?
Wouldn't make much sence for it to appear in a wet lootpool without hardening.
But i'm not demanding logic here, i won't oppose.

problem is being able to filter out gold nuggets from rivers or other large bodies of water would be inefficient because of the inherent rarity of gold.
I'd like it to replace the renewable gold feature in the Overworld though, one which was lost in 1.17 because Drowned Zombies don't drop gold ingots anymore.
It would still be an effective nerf compared to what we had before, because you need 9 nuggets to make 1 ingot, but at least gold would be renewable in some form in the Overworld which means you can focus your gold ore materials on permanent items like powered rails or clocks.
Gold nuggets being obtainable with a gold pan would mean you could continue making instant health potions and glistering melons without wasting your ore materials, and breeding horses using golden apples wouldn't be a wasteful task either.

100% supporting this idea plus it could be an Epic way to find diamonds emeralds and other rare mined items. could we make it that villagers could have this as a job as Well allowing the trade of nuggets to emeralds and vice versa

Best of all it still technically counts as mining, many valuable gemstones as well as metals can be found using this method in water.
Some valuable materials are at ocean floors though and beyond any human reach in real life.
Ores shouldn't be the only way to get materials in the game, it's best to have variety so it becomes less boring or tedious.
My name seed 'allyourbasesaregone' even spawns an amethyst geode underwater near the island you start on.
I like the gold panning idea because it adds an interesting alternative to strip mining, and other minerals and metals could be found using this method too.
A rare chance to get gold nuggets, 1/1000 chance of getting a diamond, 1 per lucky attempt only, no multiplications with fortune on the gold pan otherwise it would be overpowered, as well as a decent but not very common chance to unearth iron nuggets in the water, and the introduction of copper nuggets would be nice and be found naturally only by using the pan, all other copper either comes in ingot form off killed Drowned Zombies or ores underground.
This suggestion should be introduced in a mining update in my opinion.

Full support, this seems like a fun idea that would give incentive to using copper but without unbalancing other ways of getting gold or amethyst.
Support exept for catching amethyst items.
It's quite new & special. Special becouse you can only get it in it's own little biome.
I wouldn't change that right now.
I'd like to see biome specific loot pools for this feature as well as for regular fishing.
Luck of the sea could be renamed so that the panning could have the same enchantment.
I am against adding new enchantments if they don't look like fun to me. And fishing is just boring the way it is right now.
If panning will be added, i hope it doesn't end up like fishing.
