It makes sense, and we already have the glowing effect in minecraft so just slap it on a new potion, make it a different color, and tada! you're done!
Glowing effect is already taken by spectral arrows crafted with use of glowstone.
I'd rather see a bottled compound food made from multiple fruits that cures slowness.

I just assume that an observer would be able to detect a change in the blockstate of the laser block or the beam.
I'm also thinking about some weapon/ammunition type that is homing, but targets only entities with glowing effect on
It would enable more diverse fighting style, new traps and perhaps new, dangerous mobs that would work based on combined arms tactics

You'd need to be careful with pixel arts however as some can infringe on another's copyright, I don't believe current fair use legislation covers this sort of thing and there is good reason to doubt that it will, even in the case of non profit.
I think fan arts should be allowed provided the person doesn't profit from it without permission from the original artist, and doesn't take credit for said works or remembers to post disclaimers on publication. But what I think isn't going to make any difference, companies like Disney are very strict about their copyright and trademark and so are numerous others, like Nintendo. So I'd advise either doing your own pixel arts from your own original ideas, or if you do fan arts then keep them private, also keep everything E rated if children are involved, meaning nothing depicting guns or violence obviously.
About glowing squid ink and glow berries I wonder if glowing paintings will ever become a thing,
or if maps would illuminate if they are showing blocks that are glowing, that would honestly be very cool to see.
