What:
I am suggesting that Notch implement a handheld telescope in minecraft. it would be activated by placing it in your quick slots, and right clicking while it's selected. This would bring up the magnified view. Right clicking would deactivate it. It should probably have about 10x zoom. Movement would not be restricted, so you can still walk, turn, and jump. There is also the possibility of being able to select and use different objects while the scope is activated, so you could be using your bow while it is activated. Of course, vision would be somewhat restricted since only a circle in the center of the screen would be visible (a large circle, yes, but still restricted).
Why:
The game needs some implemented way to look at monsters and their names/stats/etc. Putting a monster on the crosshairs in the telescope view would allow you to see their name, and their health. Perhaps other informaion can be visible, such as their damaging potential, or a short bio. This is not limited to monsters, but could also be used to see the names of other objects before they're in your inventory, or even broken. Also, there have been times that I have been exploring where I would like to be able to view things from a distance away without making the long walk over there. Another reason is that the game needs another use for gold, which it would use.
How:
The structure is pretty self-explanitory:

Other ideas:
Two telescopes together could be binoculars (which have the advantage of a larger field of view, and maybe variable zooming), or with a leather hat between them could make a binocular cap, which is always zoomed while it's equipped. Just place it in your hat spot. it's main advantage would be that It would have a larger portion of the screen in view, as it would have two circles together as the visible area. Perhaps other items can't be used while the telescope is active, but can be while the cap is on.
Nice idea, especially if notch adds some kind of mob that would require caution to approach. Pigs are way too easily to exploit, they don't fight for their precious pork, but perhaps this would be useful if he implemented a more hostile yet huntable mob... I support this idea, to an extent.

Dragons need to be implemented. No arguments.
