Some ideas I have for improving fences...
First suggestion is if there is a planks block or a wood block beside a fence "block", the fence automatically puts boards towards that block as if it was part of it. I don't know why it was done in the first place...
A second suggestion is being able to put torches on the top of the posts. I mean, I can understand why not on the sides but really - The torch is smaller than the post!
The other ideas I have are optional, I don't mind if they aren't added or not, they are more complicated and mostly just for aesthetic value.

If you put a fence on top of a stair block it turns into railing, and moves itself to the half of the block that has nothing at the edge (or stays in the middle if neither edges do), or follows the fence above or below it.
Another is that if a fence detects a fence placed above or below it, it will evenly space out the boards, allowing better-looking tall fences and expand the creative use of fences.

I'm pretty sure you can do that already by building up some dirt where you want the fence, add the top row, and then build downward by removing each row of dirt. That's how posts and lampposts are made...
You should also be able to put fances atop one another.
