Building every yourself in your custom map is difficult.
I'm pretty sure editors are hard to code and all, but I had an idea on how the editor could be made if it ever is.
First off, the editor is in the main menu. You click it, and you load a world. Your camera in the editor moves freely, and you can set blocks down by clicking on the block and clicking where you want to place it. While in the editor, the biomes don't load. What the world has loaded already is what you get.
Next, you have "block properties". This would be a small little gui with words with checkboxes next to them. For things like dirt it would be "Tilled" "Saturated" and "Grass" For leaves it would be "Disappear when disconnected from log" and for wool it is changing the color.
You can also name blocks, but I'll delve into that in a little bit.
Next, you can place items and blocks inside of chests, dispensers and furnaces. You can use the block properties to edit what the painting is, too.
To tell what the coordinates of a certain spot is, you just hover over it with your mouse, and it will tell you up in the upper left corner the three dimensions of a block.
When a sign is placed down, you can edit what it says.
To delete a block, you hover over it and right click
Now the editor specific blocks. Each one is a "Trigger". Completely invisible ingame, but if touched it triggers it.
First off is the Teleport block.
The teleport block will teleport you to the certain dimensions you put in the block options. It also teleports monsters and it has a "Wait time" on it for how long before you teleport.
Next is the Spawnblock trigger. When touched, it will spawn a block in a certain area. Also has a wait time.
Then the Music trigger. Once touched it plays a specific music from the minecraft folder. Also has a wait time.
The next one is the explode trigger. It will explode a named block when the player (or enemy) triggers it. Wait time here, too. You can also set how big the explosion is.
The give trigger. Gives you any block that you set once triggered. Also has a wait time.
The heal trigger. Heals you (or mob) completely. Also has a wait time.
The mob spawn trigger. When triggered, spawns a mob in a certain specified dimension.
The kill trigger. I think you know what this does lol.
The border block. Completely invisble, can't be mined and it blocks you, and only you.
Next is the top menu options. "File", "Map" and "Help".
File has "Save (as)," "Open" and "New". It also has "Take screenshot" and "Exit".
Map has certain map options. As in what the time of day is, what the sky color is and things like that.
Help has "About minecraft editor" and "Help tabs".
That would be it.

It would be easier for custom adventure maps or stuff like that.
