When you cut down a tree, ever wonder how the leaves just disintegrate? Well, I think they should form neat little piles on the ground, similar to snow, which would be harvested using a rake (New tool?). The whole point to this, is that with four clumps of leaves, you can form a leaf block. This would be useful for a treehouse, or if you wanted extra saplings.
So instead of Leaf Blocks, they are layers of leaves on the ground?
And you would harvest them and craft them into leaf blocks which would function like any other.
so after placing they would magicly disappear cause they are not attached to a tree.

I agree with this idea because I think that the saplings that fall off the tree are in too numerous amount and should only be collected when you break the leaves.

You solve this my simply making it a different block. Natural leaf blocks would disappear after a while like normal and a leaf layer appears on top of the block directly under. You rake these up and craft a leaf block that is not the same as natural leaves and use it as a building material.
Because I think they should be separate blocks, they should probably look a little different from natural leaves, but still similar enough to blend in.
Also: Couple of possible rake designs. Not sure I like them, but there are only so many options.

Well I'd like to keep with the original idea of the OP, which was tree houses. So we probably still want whatever you make to still look like a tree. I just figure it's basically just a third leaf texture in addition to normal and pine.

Like all blocks in Minecraft, they would be very multipurpose. If you place it against wood, it looks like a tree. Place it on the ground and it looks like a bush. People do this all the time with leaf blocks in Creative. So yeah, bushes would be easy to make.
Although, if these new leaf blocks were implemented, they could also be made to occur naturally as bushes as well, since they wouldn't need to be near wood to survive. Would breaking them yield a layer of leaves, or just a leaf block?

We were talking about whether or not it would decompose when too far from a log, and if it didn't it would require a new kind of block to do so, and I thought that it could be a thatched leaf roof for tree houses.(would still look like leaves)
Also, this would be the fourth leaf texture since the normal and birch tree have different textures.

Yeah.. the Wiki said there was 3, but you were right, birch is just darker.
They don't have logs, though, and the only "wood" blocks are logs and planks. So, real bushes have wood, but do Minecraft bushes need them? Probably not. I'd be happy with just clumps of leaves on ground level.
