Sapphire will be a ore, looks like lapis but with a shine. It shines like redstone and in items u can freeze or blind mobs for a few second, making them stop. Needs a stone pickaxe to mine, It is the same damage as stone. = Sapphire =Stick = Sapphire Block =Sapphire ore

Please suggest what the crafting recipies would be for the items that blind mobs. I dont think we should be able to blind mobs though.
I think you are also suggesting a new type of tools: Sapphire tools. I say no, we have enough tool types.
Off hand, I would say that Lightstone Dust + Gunpowder could make a flash bomb. Not sure that Sapphire particularly makes sense for it though.
I'd use Sapphire just for decorative purposes though. I'm thinking it gives multiple fragments like lapis, and then you can form a block of 9:
Which would be basically blue tinted glass, but more durable.
Or:
Creates a sapphire-studded gold block.
Ruby/Emerald could work the same way. Not essential maybe, but it would be a nice "showing off" block if it was rarer than diamond.

The other tools are sapphire textured stone, they cannot shine, only swords can but the pickaxes can make little beams of sapphire that will show ores.

Anything for blinding enemies I say should involve glowstone powder.
