Instead of needing 100% of the materials to craft the completed version of something, why not just needing half, or a quarter, to make a partial or incomplete item. My thought of this is that it could create possibilities for new items, by combining partials from two or more different completed items.
I haven't gotten much farther than that, there's been a lot to distract me lately. I was hoping the community could come up with some ideas on what all we could make.

I don't see a ready need for this, perhaps you can better explain WHAT this is to do and WHY we need it in the game?

Paste it in there.
Flesh out your idea.
WHO will this idea effect?
WHAT will the idea do?
WHERE will people interact with it?
WHY do people want it?
HOW will the idea come to fruition?
Ask questions to yourself. Those are some basic ones as a basis.
Have each question dignified with 2 or 3 sentences explaining WHY you feel it needs to be in the game.
Detail any negative effects of the idea. Detail all the positive gains.
If you think that a reader may have a question or disagreement with one of your ideas. Explain your personal feelings on it.
Yes, it does take a longer time to write. MUCH LONGER. But if it's an idea worth posting, it's worth taking your time on.

What the Incomplete Arrow could be used for/with, I don't know yet. That is what I was hoping the Minecraft community could help me out with. Two incomplete items that would normally make different completed items, used together in the crafting table or the crafting block in your inventory could make something new. Blocks, weapons, tools, anything.
If you want to get wild about it you could make an incomplete TNT(2sulpher+1sand, very low explosive damage) and use it in place of the flint with an incomplete arrow(feather+stick). I don't know how well explosive arrows would be accepted though, it's just another example.

To be honest, I'm drawing a blank as well. I'll see how I can help you improve the idea, but I haven't been given a lot of yarn to stitch from.
There was a little something. I explained the idea, and gave an example(the tnt tipped arrows.) Since it only uses 2 sulphur it would only be a fraction of the explosive power. Not enough to blow apart blocks if you hit a person, maybe one block if you hit it instead of a person. That was just an example keep in mind, I'm not requesting explosive arrows.

If there are no ideas for it, it's a bad suggestion.
You couldn't figure one complete example, how can you expect to forge a proper concept out of this?
I don't see this being very useful. I can try and draw something out of the little I've got to work with, but I doubt much will come of it.
Did you overlook the two or three times I said I was looking for ideas from the community as well?
I don't know what's so hard to understand about this. It's as easy as the concept of "two halves make a whole"
No, I got that. But it's just good practice to have a little something yourself before you turn it over to the community.
