The turtle shell helmet is in my opinion one of the most interesting additions to the game in a while but I've never really used it since it isn't really as good as a diamond helmet with respiration. I really like the idea of armor types that add special effects to the player and with the recent addition of netherite gear which is essentially the same as diamond plus knockback resistance, I think it makes sense to add the rest of the turtle set.
I would propose that the helmet keeps it's respiration effect and if a player was to wear the full set they would receive the turtle master 1 effect for the duration that they wear all four pieces. Without this effect, the armor is the same as iron, but with all four pieces the set provides more protection than netherite. This would make the set useful to someone looking for a tank sort of class, perhaps most useful in pvp or for a ocean monument raid due to the helmet's effect.
Using the equations from this wiki page, I've made a graph of the damage reduction this armor would provide when all 4 pieces are worn, you can see that it would be significantly more protective than both diamond and netherite, however the downside is that it would slow you down 60% as well. The enchanted lines are assuming protection 4 on all armor pieces, when the turtle armor is enchanted like this it can reduce a 20 damage attack to a mere 2.3 points.
The effect would also stack with the turtle master potion, but that would reduce movement speed by 84% with turtle master 1 and by 96% with turtle master 2 so it would be difficult to get anything done at that point I would think. It could be useful for some sort of sentinel with a bow however.
So what do you think? To me it seems like it would be well balanced due to the significant speed debuff but maybe it would still be op.
Minecraft doesn't really seem to be known for special sets of armor- for the longest time it was just the ordinary progression of leather, iron, diamond... but yeah, turtle armor and netherite does sort of set a new standard for themed equipment- though I can't imagine players would be thrilled to kill adorable little turtles, it would be neat to see a set of armor specifically designed for diving, (turtle scute/prismarine), perhaps a set specificly designed for Elytra-flight that would give aerial boosts, (Made from purpur? Shulker shells? If a chestplate of said armor was worn instead of Elytra, could provide some sort of teleportation ability suitable for really late game armor?) and something built for the Nether/fire resistance- (Yes, there's already netherite- but that's a very late-game thing. Some sort of gold/magma block mix?) I included some concept art.
-Turtle Armour would boost swimming and respiration.
-Nether armor, (Not to be confused with Netherite), Might be weaker than iron, but with the enchantment abilities of gold, and Natural properties of fire resistance.... maybe gives you a short amount of time during which you can walk on lava, like a strider?
-It would be neat if the Ender armor set gave some sort of controlled teleport ability, seeing that it would be fairly late game.
Having used a mod that had certain abilities on say only a helmet or 1 or 2 pieces of armour (or one that fills in the turtle armour set) I think that would be more interesting. As having a full set can be nice but I find a mix of abilities/protection would be more interesting. Just knowing what materials/abilities they want to go with and the conditions are important. As for the Nether or Oceans makes sense for Netherite and Turtle but do we need an End one like flight/levitation resistance for example compared to say cold resistance/slowness resistance maybe.

It would be neat if a set of End Armour was- appropriately enough- even more of an end-game thing than Netherite; perhaps requiring netherite, end stone, and eyes of ender to make; in exchange for some sort of special teleportation or levitation abilities that would make it worth the effort.
