I replaced netherrack with cobblestone around my Nether portal incase Ghasts decide to shoot fireballs on me (cobblestone is blast resistant). So I have island of safespace inside Nether which I call my Base. I surround it with cobblestone whall aswell.
And it is very annoying to return to my Nether base from a long trip and find hordes of z-plugins inside my fence perimeter chilling on that cobblestone blocks.
I would ask to restrict piglins spawn on those blocks which are not originally from Nether (any sort of block from Overworld)
P.S. I also build roads and bridges in Nether to connect portals across my World and to cross lava oceans. I build them of cobblestone (to protect from Ghasts blasts and fall to lava). And those z-piglins are always on my whay!
P.P.S There are too many z-piglinas after Nether Update. Maybe reduce their quantity in general?
zombie piglins spawn in light level 11 or darker. It's not really practical to use this many lights to spawnproof the area you don't want them spawning in, so consider using block-based spawnproofing instead:
pressure plates
buttons
upright stairs
carpet
fences
bottom slabs
leaf blocks
walls
iron bars
glass (blocks and panes)
I particularly like using carpets on stairs as I can jump up to the carpet but the mobs cannot.

Sounds like a decent idea.
For now make roads from cobble slabs and upright stairs (so that the upper surface has two levels on each block)
And I think Ziglins are present in good quantities, I got no problem with them.
Oh, and I recommend building bases in Warped Forests.
Only Endermen spawn there, and AFAIK they are restricted by high light levels and low ceilings in the Nether as well, and they are only dangerous mob there.
Totalitarian architecture. Angular, defensible masonry over sleek, sloped carpentry.
Taking it slow. Provoking into attack typically does better rushing.
Underground engineering. Well-lit tunnels are much safer and often cheaper than any surface construct.

Practical mobs. No annoyances taking up space and processor power.
Generalism and simplicity. Overly complicated and specialized concepts hardly ever come into fruition.

I find this suggestion to be a little too restrictive. Too big of a change for a small problem.
