This suggestion offers a few closely related solutions to a few closely related problems.
The Problem(s)
Phantoms serve no purpose, and are just a headache: Phantoms attack players who haven't slept for 5 days. Such players include:
Players who spend long periods mining/in the Nether: Unaffected, as phantoms don't spawn underground or in the Nether.
Players on servers: Becomes a major annoyance.
Players who want to repair their elytra: Not sleeping for 5 nights is too annoying an ordeal for players who just want to kill one or two phantoms.
Elytra are uncraftable/rare on servers: I'm the kind of person who wants everything to be craftable. Well, obviously not things like spawn eggs or bedrock (not even bottles o' enchanting), but saddles, name tags, horse armor, and elytra. (Why? Crafting is one of Minecraft's five pillars, alongside mining, building, surviving, and exploring.) Furthermore, getting one is hard, but since they only spawn in generated structures, getting another is harder; this problem is proportionally worse on servers.
The Solutions
Make phantoms spawn in the Outer End, and remove the insomnia mechanic - Simple enough. Here's the technical:
Instead of spawning in the Overworld when players have not slept, they spawn in the End in all available empty unlit sufficiently large spaces except in a 1000-block-radius square centered on the origin. They spawn with three times the spawning density (maximum possible spawns per chunk per Minecraft day) that they currently do. The insomnia counter is not removed; it can still be used for mapmaking purposes.
Make elytra craftable - Also simple. The recipe is attached.
While i hate the idea of insomnia because it punishes the player for something he shouldn't be punished for.
your idea that everything should be craftable is entirely wrong.
if everything was craftable then exploration would cease to exist, i love the idea of loot-exclusive drops, and i would like to see even more in the future, crafting already took its part of the game.
i respect that you still kept the elytra behind the "end" progression milestone, i think you removed almost the main purpose of exploring end islands.
i dont play on public servers bu i think i can understand the problem in elytras rarity, but still i think for that case, we can find another solution.

This would make it possible to still get an elytra practically in multiplayer, while still having a reason to visit the end city. A player will most likely also think "Hey, while I'm at the end city, I might as well raid it".
I think it's important for the player to explore the end cities as well. Perhaps something more like the following:

-1 Shulker Shell
-Shulkers respawn EXTREMELY slowly in end cities
This would make it possible to still get an elytra practically in multiplayer, while still having a reason to visit the end city. A player will most likely also think "Hey, while I'm at the end city, I might as well raid it".
Good idea! However, I think the Shulker Shell should be replaces with a new, rarer drop from Shulkers, as using shells dosen't make much sense for lgihtweight, flexible wings.
I think it's important for the player to explore the end cities as well. Perhaps something more like the following:
-6 Membranes
-1 Shulker Shell
-Shulkers respawn EXTREMELY slowly in end cities
This would make it possible to still get an elytra practically in multiplayer, while still having a reason to visit the end city. A player will most likely also think "Hey, while I'm at the end city, I might as well raid it".
Phantoms should instead attack you if you sleep too much. Phantoms attacking you for not sleeping basically punishes you for not making the game easier.

In my opinion, they should not just require membranes, but also at least a shulker shell for frame, or something similiarly expensive! Netherite, or something!
It's meant to be top notch stuff, incredibly hard to get.

Ah, and as of phantoms being annoying - I don't like the concept of them in outer end either, but in trems of insomnia:
1. I doubt Mojang will back down, so we shouldn't be too optimistic, but instead plan well;
2. They should spawn quite often in "haunted" biomes or chunk clusters - a bit like in Dwarf Fortress (which MC is inspired on anyway), where evil biomes cause gibs to become undead - such biomes would also always have specific particle effects, tad like in Basalt Deltas or Warped Forests, and besides of phantoms spawning often, they should have no naturally spawning animals, and way more aggressive mobs armed and armoured to teeth, optionally under not-ending potion effects, as well as more aggressive mobs in general.

Phantoms have adjustable size, you know? Like, already. Just average sizes are not so threatening.
Netherite is expensive frame material, that is meant to be lightweight for a metal. Box would also be torn for frame, but netherite is malleable to make joints.
For recipe - I just use vanilla MC, put items in crafting table, and cut the arrow and empty product slot from the image I post in attachments.

I do not think removing the insomnia effect would be a good idea, but I do think adding this "Outer Ring" would be a nice addition to the game.
