Knockback Resistance and Empty Set sound fine and useful for PvP, but the rest sound too overpowered.
-Hardcore should be self-explanatory. It doesn't matter how rare it is or what drawbacks come with it. Instant kills are overpowered. PvP would devolve into "who can drink this the most," and splash potions would turn PvP into a single-click-fest.
-Instant Health can already restore four hearts instantly. Adding two or even four more hearts on top of that essentially means a player can heal six to eight hearts instantaneously.
-Blindness is unobtainable as a potion for a reason. It's useless against mobs and tanks what other players can do. As for Wither, a Potion of Decay II (like Bedrock has) fully drains a target's health in just 40 seconds. There's no way to balance an effect built for the bringer of death's boss fight without changing the fight, too.
-You said "but x-ray only 15/30 blocks!". A 15*15*15 square radius has 3,375 blocks in it. A 30*30*30 radius has 27,000 in it. I'd presume this would expand even more if it was circular.
-I don't even think I have to explain why "every effect in one potion for 8 minutes EXCEPT the one Mojang said would never be in potion form" is unbalanced.
-The "Super Fast Pig Potion" is just teleportation. It'd completely swamp out every form of transportation, especially when combined with the Nether's size mechanics.
Again, knockback resistance and a clear effects + small regeneration potion sound fine. All the others are far too overpowered to even be balanceable.

i think you are kind of misunderstanding x-ray.
i meant that it lasted 15 seconds or 30 with redstone.
the super fast pig potion is meant to be so fast that the only thing that can stop you is a block, which will be very hard to place (have you ever tried beating minecraft with max speed?)
potion of life is not instant hp 2/3 it is instant hp as well as health boost (the effect.)

You should probably update the OP to reflect this.
Even if I mixed up the timer with the diameter, x-ray is still extremely unbalanced. It takes all the challenge out of mining for good gear, which is why most servers ban on first offense for x-ray. Branch mining on Y=10/11 still results in plenty of resources, and Fortune 3 increases the number of non-ores that drop when mining them (lapis, coal, diamonds, emeralds, etc.) If you combine all of that and still need an x-ray to progress, you may as well just spawn them in with commands.
The pig potion sounds even worse now. If looking at a block forces you to move to it and it can only be stopped by bumping into something, and lasts for a minute, then it can be used to massively grief other players. In a PvP situation, it'd make the opposing party unable to do anything for a full minute. They'll have to either sit in a corner and risk being hit or run around so quickly that they risk placing themselves in an impossible-to-escape-from situation.
Why would players even need this?
For the Potion of Life, notice how I said essentially. Assuming a player can upgrade it (you never specified they couldn't), it combines the Instant Health 2 and Health Boost 2 effects. Instant Health 2 heals 3.5 hearts while Health Boost grants two bonus hearts for each level, totaling four. The health gained from both totals 7.5 hearts, meaning a player at half a heart left could drink one to regain 70% of their total health. Even if the cap is increased to 24 hearts, the lowest number is still zero, meaning there is significantly more healing done with Health Boost as a player has more hearts available.

gives you insta-kill but also reduces your health to one heart MAX for the duration (3:00 > 8:00) God no. Horribly horribly unbalanced. How would this work in multiplayer? Does it insta-kill bosses. More trouble than it's worth. Imagine how awful this would be if your game lagged for a bit and this absolutely boned you.

have you ever tried to splash a potion in combat without getting hit with it yourself? also it will make things a lot easier for certain map makers.
