I think it would be really cool if there was a 10 year player Cape/alpha player Cape added. It would commend players for their time and commitment to the game and I think it would be a great addition.
I generally don’t like ideas for new capes, but I actually don’t mind this one. It would be a great way to reward early adopters who still play the game. Do you have an idea for what it would look like?
I have a friend who first learned about Minecraft at the same time I did and he actually forgot he had an account. 10 years later he logged in for just the second time because his kid wanted to play. He shouldn't get a cape simply for giving Mojang money.
I dunno if it's even possible to track such things and even if it were it no doubt wasn't implemented for the entire time, but you should have to demonstrate a consistent playing habit...like, say, at least 1 login per 6 month period (this is the same minimum as Microsoft's recent purge policy for acquired-services accounts).

Unless Mojang has incredibly incompetent bookkeeping policies, it should be trivial to check whether an account was made premium 10 years prior. Every account should have that date attached, and from there it would be easy to see.
As for being active, if you're using your account 10 years later, then your account is now active. If you don't play Minecraft anymore, well, you won't really benefit from the cape, will you? Besides, it's purely a vanity item meant to signify that you were an early adopter and supporter of the game.
