Freezing a player seems really overpowered. If they can't move you can just pummel them as long as you want and there isn't anything they can do about it. It would need to have some restrictions in order to be fair. Something along the lines of
Only lasts for a short time (~2 seconds)
If the player gets hit by anything else while frozen the effect ends immediately
After being frozen there is a grace period where you cannot be frozen again, something like 10 seconds

It can be Op for PvP.
But the points you have made, are useful to put for Pvp situations
Taking it a totally different direction, maybe freeze aspect could be fire aspect for non-flammable nether mobs. But I do like the freezing-in-place idea... Maybe endermen can't teleport when hit by something with the enchantment? And I agree with Badprenup's ideas. Support.
Like the fire aspect can be applied on the sword.
There should be a Freeze Aspect. (Name is under process)
Freeze Aspect would freeze any mobs or player when used.
And Like Flame on Bow
There should be ice on the Bow also
