This mob is the only one I really have problems with. In the past, he would run at you like a zombie instead of strafing like a skeleton and exploding. Why couldn't he countdown when he hit 20% health?
I never said Nerfs, I stopped playing with those when I was eight. The point is, their blast radius is fine, but they way they function should be adjusted. This suggestion makes them just as lethal.

It's a mob. You're supposed to have a problem with it. It's trying to kill you, after all.

You would need to kill it super-ultimate-fast when he gets below 20% health to get gunpowder/sulphur

1st hit=75%
2nd hit=50%
3rd hit=25%
4th hit=creeper dies without ever hitting 20% health?
Or conversely, you never attack it so it never explodes?
