I think owls could be a super fun and interesting mob to have in Minecraft! (I can take constructive criticism so comment all you want.)
But here is a list of things to make the owls not a total bore and actually cool:
Have a single nest and goes to sleep at them during the day. If you want a pet owl you need to have their nest or else they will try and ditch you. To obtain a nest you need a silk touch anything.
They can swoop down and grab chickens and baby animals to bring them to their nests and eat.
Drops pellets like a chicken drops eggs and can be thrown, maybe dropping bones/bonemeal on impact. Could also give the pellet receiver 10 secs of weakness or slowness.
They rarely come out during the day.
They spawn uncommonly in any forest and won't spawn at all in the jungle. The most common place for them to be found is in the taiga.
You can tame them using raw meat but probably not fish, and they are really tricky to tame because they don't really care about people.
They could lay eggs in their nests rarely or could be taken from a nest and placed manually in a different one (to get the eggs you have to break the nest) and hatch baby owls which will eventually grow up and make their nests.
You can also breed the owls with the raw meat and the mom will lay the eggs in her nest. When the babies hatch, similar to other pets, the babies are automatically tamed.
Tamed owls can sit on your shoulder like parrots.
They can sometimes bring you their pellets.
Only 2 owls can be active with you at a time.
If you attack a mob or animal, they will attack it in swooping attacks, but if nothing is attacked they will automatically go for creepers, but won't do more than half a heart of damage because a scratch isn't too bad.
You can equip your owl with a helmet for cosmetical use, like a dog's collar or for battle armor.
This is sort of far fetched, but maybe when they are flying in the night and you haven't slept for a night or 2 they show a "false phantom" skin and if you kill it, more phantoms show up if you don't sleep.
