A mine cart that allow players to start, stop, and change direction.
In order for this mine cart to be effective, it must be next attached to a powered mine cart.
This mine cart acts just like a normal empty mine cart, allowing players to enter. Once inside, the player can use the lever to tell the mine cart which way to travel. Assuming that the cart is powered and depending on momentum, the carts will then slow down and begin going in the other direction.
The button will tell the powered mine cart when to use power, so when the powered mine is off the fuel inside will not be used. This will let the player determine how to efficiently manage fuel by using gravity and momentum, using fuel only when needed. Keep in mind that furnaces give off a black smoke when they are being used.
I believe this mine cart will eliminate the need for mine cart boosters or community made mine cart mods. Another advantage is that this mine cart takes up no additional space.

How exactly would the linking mechanic work? Would it have the same appearance as regular mine carts? How do players interact with "the lever"? How would you fit this interactive lever and button inside of an already cramped cart? Currently, Notch has programmed carts such that when riding, left clicking destroys them and right clicking causes the player to exit the cart. How would you incorporate your control scheme with his current one? If the lever and button are on one side of the cart and you're trying to move in reverse, how do you operate the cart and see where you're going without needing to guess? Also, you haven't addressed the current shortcomings of the powered mine cart itself. It's slow, weak, and can hardly climb hills, hardly a match for current booster systems.
I believe you still have a lot of work to do before your idea can "eliminate the need for mine cart boosters or community made mine cart mods."
Looks like i will have to develop the idea a bit further:
The "linking" will occur once 2 railed mine carts touch one another, in order for your "train" not to leave mine carts behind, this behavior will have to be applied to all mine carts attached to the "lever & button" cart. Left clicking the mine carts will tell the game you want to detach them.
The mine cart itself will look the same as an empty mine cart. Maybe a darker shade of gray would be appropriate, I do understand that its only a 1x1 block so nothing too fancy. That being said, in order to interact with it, it will have to be similar to how you would interact with a furnace, or a crafting table. Right clicking the cart will bring up the interface and there you will see a lever and a button which you can toggle.
I agree that powered mine carts are a little slow, similar to how adding a horse to a carriage will increase your power, you can attach another powered mine cart. Power is not only higher top speed but acceleration and the ability to climb hills with heavy loads.
Instructions given to one cart will be given to to all of them. Potentially, using the graphic interface approach, the player could add more coal to powered mine carts without having to be next to them. Also turning individual powered mine carts on or off would be possible.
