I think this could be a cool mechanic- but one of the major design philosophies of Mojang is 'no natural disasters-' that is, whenever something goes wrong, it's the fault of the player in some way, and can to some extent be prevented, presumably because they want the game to be fair as well as challenging. This is a bit of speculation, but I can see the reasoning behind this- making the game feel fair, without making it feel too easy. (The Nether is dangerous, and you need to go there in order to obtain essential resources, but the player still fundamentally decides when they go there.)
Now, this isn't to say that raids against players couldn't be a thing, but this would be, firstly; a pretty big change that would require significant balancing. (Admittedly, players have already figured out how to farm raids, but I digress.) And secondly, would be a significant ramp up in difficulty. I would propose making the raids triggered by player actions- such as burning an Illager banner.
...At which point one could feel free to make the raids genuinely difficult and overpowered. However, (again), if the event is player triggered, there also has to be some sort of reward for 'victory,' as well as clearly defined loss and victory conditions. ...Not to mention the fact that you want to try and prevent players from exploiting this mechanic, and possibly introduce some new, more challenging Illagers.
Suffice to say it's pretty complex idea, but not an inconceivable one.

One other problem is that a loss does not mean you are done fighting, because it's your base, not just a village. The illagers are still there, whether they previously defeated you or not. They won't just go away.

it's not like spawning a Wither, if a Wither destroys a player base it is a players fault for spawning one too close to their base as well as failing to finish what they started.
But what the OP suggested is a whole different ball game, raids would spawn regardless of player input, the only requirement being they were in the Overworld. That's why I recommended a new difficulty mode be introduced for this feature (block demolition by raids), so it doesn't make the game too annoying for people.
Normal raids against player bases, as they are now would be an interesting mechanic however,
on normal and hard difficulty having Pillagers attack player bases if they drawn attention toward themselves would be fun.
There would be significant risk involved because of the Withes, Evokers and Vexes
The best idea to make this work would be make it so the player is the one summoning the raid. If they manage to beat it, they should get some sort of combat-oriented loot, but its also not mandatory to do it.
That way, builders dont have to deal with it at all, and the PvE'ers that want to try out their combat/defense skills can get some bonus for it.

That way, builders dont have to deal with it at all, and the PvE'ers that want to try out their combat/defense skills can get some bonus for it.
That actually sounds great! That way, it can technically happen in all modes. That way, no griefing for people who don't want this, and fishg and I get our epic fight!
