I don't know if this has been suggested, since the search bar is down, but panning is a very simple and one of the earliest forms of mining gold. You take the gold pan and use it on a sand/gravel block that was NATURALLY generated and was NATURALLY underwater and wait several seconds. While the main thing you would get would be sand and gravel, occasionally you'll get gold dust ( and possibly other things, like cobblestone, bones, flint and ores. )

Right-click on a Gravel block that's underwater to destroy it. There would be a chance to get dust of special material. Construct the dust into the Workbench to get an ingot of the said material.
Meaning you would still have to mine to get hellish amounts of the material in less amount of time, but would also make Gravel beaches relevant.
