So in MC, you are able to put mobs into boats, but it just take up space. So, if you were to let mobs drive the boats, it would make gameplay better for making races and other cool contraptions. Some ideas that go with this is that hostile mobs that have arms can drive them, but one's without can't. Villagers can use it, but not baby villagers. Animals can't drive at all. Along with the idea of this, add the ability to connect boats together, such as teathering using a lead to attach something to a boat, such as mobs, or other boats. Add an engine that can be crafted using red stone blocks, a stone slab, an iron pressure plate, and a couple sticks to make the boats go faster in the water, or add Furnace boats. How this would work (mechanically as well as how one would "[make] races") needs to be included… as does what the other "cool contraptions" would be.
[From previous examples, clearly describing how a thing works and leaving the exploration of what can be done with the new toy to the end users is often a more productive route…]
At minimum, this could significantly impede the ability of a player to move some mobs by boat… (which issue might be negated depending on how the towable boats also proposed were implemented).

Allowing a player in a boat to tow another boat would significantly increase the maximum cargo transportable in one boat trip. (This would not necessarily be a bad thing, but some limit is needed, and the consequences to the change thought through… )
For the mob transport issue (mentioned above) to be resolved by this feature, there would need to be some way to designate the towed boat as a non-drivable 'cargo barge'. [Not that this would introduce the ability to safely ove hostile mobs via boat; again not necesasrily bad, but needing consideration.]

This may be seen as moving outside the tech-level generally assumed for vanilla MC, but the example of the furnace minecart palces it not entirely beyond the pale.
Irreversibly recrafting a boat + "stuff" into a power boat (as pistons become sticky pistons) might be preferable to the fully reversible furnace minecart model.
I am assuming that the distinction between a powered boat and a furnace boat (below) is that the former requires a player to move while the later can be launched unoccupied.

With the above assumption that a furnace boat would be launchable unoccupied (and indeed have no space in which a player could ride), and that the function would be similar to Furnace minecarts, use would seem to be limited to adding canal based cargo movement as an alternative to rail systems. [Without rails (or equivalent) as a guide, even very small angular errors in heading would produce significant differences in destination.]
Handling of the vehicle moving out of loaded chunks would presumably be equivalent to that of powered minecarts…
