It’s my understanding that a bell will be required to define a village with the coming update. Also, bells are not a craftable item.
The game would probably be most fun if the bell were a special item and not available in infinite quantities. However, maybe it should not be necessary to steal a bell from one village (destroying it) to create a new one.
How about making it possible to recover bells from the under water ruins? This would add a little more interest to the ruins. It would also imply that it had been a village at one point in the past. It also would make bells available without breaking an existing village.
Current information indicates bells are intended to be available as a tradable item (ie one that can be got by trading with various villagers).
Whether there will eventually be a crafting recipe in addition remains unclear.
Given the above, adding a second (potentially third) option of recovery from ruins does not seem unreasonable…[At what rate this should occur needs to be worked out…this probably requires a better understanding of the new villager mechanics than is now available (in the unfortunate event these mechanics are not rolled back or heavily modified).]
