Adding blaze powder to a firework's head would give it a "napalm" property, which would set fire to the AOE of the explosion while shot from a crossbow.
Also maybe creating a firework with a tnt block would let you shoot it as an explosive.
I am really fascinated about the idea of the combat uses of the firework as useable weapon, and it have allot to add to the table.
If there was a way to combine a the firework with an arrow and made so it had an AoE damage effect that didn't damage structures, that would be a cool item. But as the idea currently exists it seems too powerful and destructive.

I can see some mini-games that could be built around these (flying across a range shooting self-renewing pop-up targets and so forth), both ideas (incendiary & HE) otherwise seem too destructive for other than speciallty usage outside of PvP.
The incendiary version could be useful for clearing large areas of vegetation (ie. jungle biomes): provided doFireTick is TRUE and one doesn't care about harvesting the mobs/resources in the volume.
The HE version would be quite useful in killing the Elders in Ocean Monuments or removing small floating islands (particularly of netherrack), but other uses for destroying/breaking blocks in a small volume at a distance (at some expense) do not come to mind…
On balance, no support as a vanilla addition.

While it does sound fun using a rocket launcher / icendary missile in MC. You do have to take into consideration what damage
potential such a weapon would hold on a server. Sure there wouldn't be much of a problem in singleplayer with just you on the
server... but add 8 or more players to the mix and you'd have a cratered no mans land just outside the spawn protected areas
and an army of griefers burning down entire builds. Siege warfare would also change since you won't be needing tnt cannons.
So essentially (depending on how the explosive bolt will function) the more PvP focused players will give up on making armours
and any other weapon that is not a crossbow with explosive ammo. For the sake of being one of the first to aquire said weapon.
The reason behind that is as simple as it gets. You kind of accidentally turned MC into a "Call of duty"-esque game
(using crossbows instead of guns) and now all the people are bunny hopping around with string powered rocket launchers.
You might argue that things like fire charges and tnt already exist. However... there are at least one or two hurdles to overcome
while trying to grief with those. Tnt has to be placed near your target (which puts you in harms way or at least gives the other
player a chance to counter you) and firecharges in dispensers only fire into one direction (thus not being viable against moving
targets).
However... the icendary arrow wouldn't be too much of a problem if its fire aspect is similar to the flame enchantment of the bow.
So you could actually favour the idea of having the flame enchantment for crossbows as well... though one could argue that there
is a reason why both ranged weapons have their own exclusive enchantments to work with (like ballance issues for example).
In the end I'm afraid to say that your idea (which sounds like fun at first... as long as you play singleplayer) will not be received in
the positive light you might have thought it would. As such I can not really support this idea mainly due to its grief- let alone
its AOE bombing potential in PvP.

Could work as a mod though... other rules apply to mod servers since people pretty much agree to playing a game with items and
mechanics that would be considered unbalanced in the base game.
