I recently learned that phantoms always know where the player is located. This gave me an idea: what if there was another "player" who always know where the player is located and whose mission is to kill the player. What im talking about is an AI that acts and prepares as a player would to try and kill the player. It would be an optional, non-respawning, unique mob that mines blocks, crafts items, and does everything the player would do, only for the express purpose of killing that player eventually. It should spawn randomly, at least 2000 blocks from the player during the initial world generation. It would have multiple difficulty settings that could include armor, weapon, enchantment, and accuracy caps (i.e. on easy, it wouldnt attack with anything more than leather armour and be less accurate with a bow.). It would add a mechanic to the game that I have always thought it needed because, although fighting the ender dragon is cool, its been broken by the devastating blasting power of beds. The Nemesis could have different playstyles that it chooses from randomly to be a totally unique, one of a kind challenge that could be enjoyed from easy to hardcore mode. It could be an optional mechanic that'll keep even the most hardened minecrafters looking over their shoulder, knowing that one day.......one day, its gonna go down.
What is being proposed is certainly interesting, but (AFAIK) is some considerable distance beyond what can currently be done with 'AI' – even at the research level.
Fortunately for people who want to try this style of play, SMP can already provide everything asked (although reliability and selectability are 'somewhat' reduced ).
Several possible adaptations of live action Assassin-style games to MC servers might be made.
The more interesting of these [IMO] would differ from the more common forms of PvP by continuing the LARP tradition of imposing extreme penalties for killing anyone other than one's assigned target or assigned assassin. (Whether or not one automatically adopted the assigned target of the deceased after a successful kill might also be something with which to experiment.)

This doesn't fit vanilla whatsoever. Would make for an interesting mod... if you can pull it off.
One question: why the threat of the nemesis? If you die, can't you respawn? While the nemesis can't respawn. So it is really only a matter of time before you kill him.
well I orginially thought it should be hardcore only, But not everyone is gonna want to play with it on hardcore so yes, in a non hardcore game, it, like all other mobs could be killed eventually.
I do understand that AI is limited, but I figured if anyone can make something like this, it's Microsoft.
That argument doesn't really work. Just because Microsoft is Microsoft doesn't mean it can jump leaps and bounds ahead of what is currently possible. Plus, all the things you want it to do are almost entirely unnecessary. You can imitate much of what is asked here without the players ever noticing a difference.
Instead of it mining blocks, getting supplies, crafting items, and existing from the beginning of world generation, you just make it spawn with gear appropriate to the difficulty it is set to at a random time after the world generates (for example, make it randomly spawn between day 15 and 20).
Then you just need to give it basic AI equal to any other modern game (AI for mobs in Minecraft is a couple of decades behind AI for other games, unfortunately). Then it should be smart enough to follow the player, dodge attacks, change weapons based on situation, and other stuff you want.
But as others have said I don't think this fits in Minecraft. Maybe a good mod, but isn't good for vanilla imo.
