I believe that there should be able to toggle between 1.8 combat and 1.9 combat by using a command such as /gamerule newCombat (true/false) or /gamerule oldCombat (true/false).
The 1.9 combat system split the community, and thus, as a result, caused many to stay in 1.8 and not get to experience the new updates. When this gamerule is toggled, everyone and the server abides by this rule. This could help map creators and servers that depend on 1.8 combat by allowing them to use the new features that come with the new updates.

Prove it. The data doesn't support the claim, either because the population HAS moved on despite their hate or because mods and similar implementations (datapacks, command block contraptions, etc) were developed that revert combat. The vast, vast majority of servers available are for versions after 1.9. Either way, nobody's missing out on new features.
One does not simply ask for 1.9 combat to be made optional.
But seriously, even though 1.9 was THE most controversial update ever (I think), it's here to stay. For everyone. Were there an option for it, Mojangcrasoft would have to balance new features with not just the current combat, but also the old combat. If you want to shut them up, duct tape their mouths closed and keep a keyboard away from them. 1.9 combat is here to stay. Forever. <evillaugh> Mwahahahahahahaha! </evillaugh>
Whilst I do understand that quite a few PvP minigames, which rely on combos are pretty much broken with the 1.9 update (one reason they mostly stay on 1.8), it seems like the new system is here to stay since it has some resemblence of actual skill/timing in PvE and singleplayer mode (except for accidentally swiping more than one of your cows to death with a sword). You might also argue that the use of shields instead of block stabbing made fighting less dynamic. But then again... old farts like me would also argue that the game is not solely focused on PvP. Also while adding a gamerule seems plausible at first it still requires command blocks to activate and since decreasing the cooldown time is already possible with said blocks, you would have quite some problems convincing Mojang to do additional work especially since adding "/gamerule updatecombat=False or /gamerule classiccombat=True" would force them to balance all their weapons and enemies to fit both systems which sadly would not work. As for actual skill... if MC 1.8 spam klicking would be more skillful than timing each and every one of your strikes to fit an opening in the enemies defenses... I'd be playing Dark Souls and/or Mount and Blade with an autoklicker like some of the MC 'pros' do.
Sorry for the harsh words but this topic is really old by now.
Another difficulty with 'just' adding a toggle for pre/post 1.9 combat is that more than weapons changed…
Any serious proposal to add such a toggle (which IMO would be better as a world generation option than a gamerule) needs to list everything it would change (including 1.9 and up additions such as the trident, and Mending) and what the changes would be….
[This would extend to a number of enchantments that were changed either in 1.9 (notablly Thorns and Frost Walker) or beyond (Sweeping Edge & Infinity/Mending mutually exclusive); as well as the Villager trading tables as each of these effects combat directly or indirectly.]

No support. The combat system is leagues ahead of the old one. It provides interesting utility for weapons and actually makes pvp a somewhat tactical thing. Downgrade if you really miss it that much.
The vast, vast majority of servers available are for versions after 1.9. Either way, nobody's missing out on new features.
Well, if you think about it, people ARE missing out on the new features. I'm not hating on 1.9 combat, I actually think it was a good idea for combat balancement. However, many people I know absolutely hate the 1.9 combat system. You are correct in saying that there are mods, commands, and datapacks that allow players to revert to old combat, but you are wrong in saying that the vast majority of servers available for versions 1.9+ have new features. Let's say I'm playing on Hypixel. I'm playing Build Battles and I try to use concrete in my build. NOPE! Even though I'm playing 1.12.2, I'm actually playing with 1.8.0 gameplay. The may just be because it would confuse others games that are playing in 1.8.0, but it still drives the point. Players are - in fact - missing out on the new features on most servers.
Look it up. 1.9 DID split the community and was the most controversial update in all of Minecraft's history. If it wasn't so controversial, Mojang would've added it to Bedrock and Legacy Console already. Mojang also stated that they would "never make the mistake again." If 1.9 had little to no controversy, then why is Mojang refusing to add it in other versions. If you look at Minecraft surveys, there IS proof that the community was split after the update and that opposing points of view did - in fact - cause some to stay in 1.8. Why do you think many servers still use 1.8 PvP? I DO agree with you that 1.9 combat is much better and WAY more balanced. Just try to think about others sometimes.
Making someone else prove your point probably means it's wrong. Always a terrible argument.
1.9 DID split the community and was the most controversial update in all of Minecraft's history.
Second part is right, but you have no proof that it split the community.
If it wasn't so controversial, Mojang would've added it to Bedrock and Legacy Console already.
My favorite part of multiple versions of Minecraft is how controversial Illusioners are. After all, they were added to Java in 2017, but aren't in Bedrock edition. Wandering traders aren't controversial because they exist in Bedrock, even though they were added to Java in 2019.
This logic is terrible. Don't use it.
Mojang also stated that they would "never make the mistake again."
Proof they actually said that? Hyperlink? Anything?

Surveys are a terrible way of gauging a whole community's opinion because not everybody fills out surveys. I'd also like to point out that a ton of people chose to stay in 1.7.10 after 1.8 came out because of how much modding was changed.
Just try to think about others sometimes.
What does that mean?
Your entire argument was "nobody likes this" with absolutely no proof to back up your claims. Even you said you prefer 1.9 combat.

Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.
I disagree purely because I actually like the new PVP system. The old system had hardly any skills involved and was just a battle of how much money your mom gave you for an auto clicker. Yes some people DO like the old system better but so many command blocks and stuff add in classic combat.
