Tridents are one of, if not the coolest weapons in the game. Naturally, one would want a lot of them for enchanting, repairing, and just decoration. A simple way to do this should be making a zombie spawner into a drowned farm, but as of now there are no benefits to doing so. Letting changed zombies gain these uncraftable weapons when you farm them would be great for survival worlds, especially when the player is not near an ocean biome where normal drowned are easily accessible.
If zombies drowned and therefore became a drowned it would only possess what it had when it was a zombie, If that zombie had a trident then it would make sense that the drowned would, but if it didn't then it wouldn't make much sense.

You have clearly articulated exactly why this was not done (or changed from te early snapshots, if memory serves).
Having a number of items in the game not quickly and easily obtainable is preferable for a [probable] majority of players as it furthers play in long term worlds where one takes the time to attain all the various 'goodies'.
The data packs that became available in 1.13 also allow individual users that disagree with the vanilla ways of obtaining a trident to modify their games to allow either crafting, or the dropping of such by other mobs. With this ability already coded into the game, the 'need' for the suggested change is considerably less compelling….
