Platinum ore would only spawn at bedrock level. It would only spawn in chunks of one and would would be four times as rare as diamonds. Platinum ore would look like iron but the ore would be a lot brighter. Platinum tools and armour would be twice as durable. The tools would do 3 more damage than diamond tools. I Platinum hoe is capable of mass farming. Mass farming is where when you right click with the hoe it would hoe in a 3x3 radius. Platinum tools and armor would be a very bright white. Platinum armor emits a small amount of light. With Platinum you can also craft night vision goggles. Night vision goggles would be crafted with six Platinum and two glass. The night vision goggles go where your helmet would go and when you where them it gives you night vision. You can put an enchantment on it called overlapping that makes it so you can put the goggles on your helmet. You can also use that enchantment on elytras. There would also be an enchantment you can only put on Platinum swords called sharpen. Sharpen I multiplies the damage done by the sword by 1.25 times. Sharpen II multiplies the damage done by the sword by 1.5 times. Sharpen III multiplies the damage done by the sword by 1.75 times. Sharpen IV multiplies the damage done by the sword by 2 times. Sharpen V multiplies the damage done by the sword by 2.25 times. If you also have sharpness on the sword it will multiply the damage done by the sword with sharpness. There would also be an enchantment you can only put on Platinum pickaxes and axes called quicken. Quicken I multiplies speed of the pickaxe or axe by 1.25 times. Quicken II multiplies the speed of the pickaxe or axe by 1.5 times. Quicken III multiplies the speed of the pickaxe or axe by 1.75 times. Quicken IV multiplies the speed of the pickaxe or axe by 2 times. Quicken V multiplies the speed of the pickaxe or axe by 2.25 times. If you also have efficiency on the pickaxe or axe it will multiply the speed of the sword with efficiency. For only Platinum armor there would be an enchantment called strengthen. Strengthen would be the same multipliers with the levels of strengthen as the previous enchantments but it increases the durability and protection of the armor. If you have protection or unbreaking on the armor it multiplies it with the protection or u breaking on it.
With mods I've used a few with Platinum ore where they make it higher than diamond or in-between iron and diamond and while it's great and all. For Vanilla/Standard Minecraft I see it as not having a purpose unless they say made the 'End City/Extra End Region' or so be blocked off/require a portal gate requirement with Platinum for example. Other mods usually require you to have a tougher material with dimension/rpg heavy mods like Divine RPG for a reason, or the odd tech mod adding in some as a blockage in the Overworld until you have that material for the next pick tier. Vanilla doesn't have/do that for a reason. While I've been one for other ores in-between iron and diamond or tiers above diamond, more over time I've noticed how I don't want them because Vanilla never really gives you a reason to need to. With Diamond/enchants you get all the better benefits, or with mods even.
The 3x3 is a good idea but mods already do that anyways. The light part seems interesting but a torch in hand or night vision can already make this unnecessary, vanilla or modded logic of it.
Some good ideas you have are all done by mods and also what new thing would they use Platinum for the same way Diamond is for Obsidian maybe instead to make it have a 'grander' purpose than another tier since Diamond is the highest tier but has a grand purpose to the next stage of the game basically not just for being powerful with stats, enchants and otherwise also added on? I do wish you could 1 shot mobs in a way or at least those with 20 health like the player like Skeletons, Zombies and so on at least instead of getting close or being able to with enchantments/critically harming mobs but oh well. I'd like to see it happen of course but Mojang doesn't really want to repeat what happens with the Nether Portal but again for something else, which is why the End Portal uses Ender Pearls instead of constructing the frame, while the Nether Portal you construct the frame and power it. Mojang focuses on ideas that are repeated enough usually. Yes crossbows can be seen as a more charged bow/slower bow with powerful shots and do we need another 'bow' not really but it is different enough to count I guess to them.
Adding a super-diamond tier will likely have teh effect of making diamond the new iron (something one might use – briefly – before getting one's 'real' kit), iron the new stone (from what one makes things about which one has little care), with stone and wood (and leather and gold) remaining largely transitional/emergency kit.
There are some interesting ideas (eg the Goggles of night vision), but nothing requiring another ore/metal.
[Make the goggles out of glass and emerald ORE, and one avoids tha addition while giving a practical use to a purely aesthetic/brag block (which already exists at roughly the rarity proposed).
Following the elytra mode, this would replace (rather than augment) a helm; which makes allowing Aqua Affinity and Respiration (but none of the protection enchanments) likely key.]

Hm. I'm a bit undecided to be honest. Most of the time adding extra metals
for tools, or even emerald tools to create diamond+ tier weapons does not
go down so well with people. As in a quite significant few people don't see
a point in making armour that is superior to the diamond tier
(escpecially with prot. V enchantment added to it) we have now.
You do have added at least some unique traits to alleviate this by making
your tools somewhat unique/interesting (like the hoe for example).
However... if said resource/metal is so rare and has the properties of an
Minecraft equivalent of Adamantium when it comes to "Pure Awesomeness™".
Most people wouldn't even bother making the hoe since they would rather
focus on using this scarce material to craft their "Insane Sharpness V sword
of doom that surpasses its Diamond counterpart by a bit".
Seriously most people would stick to a stone or would hoe (or even iron if
they are feeling fancy) and just toil the other eight squares... food isn't
hard to come by and most people only have a field or two that does not
require a combine harvester to mow down. So even though the idea sounds
cool they'd pretty much do the same they do with the diamond hoe.
Spend the two diamonds (or in this case platinum ingots) on something else,
sadly making the hoe a novelty item that catches dust (unless somebody
feels even fancier then the iron and diamond hoe guys and has been grinding
for quite a while^^ ).
A mobile lightsource sounds okay (even though night vision potions exist)
because there are quite a few people who would like the idea of using offhand
torches and lanterns... so there might be some people who would like the
idea of having an armour with a passive shader trait (similar to what the
potion does) that gives you a slightly better sight radius in the dark while
wearing it and since you mentioned this lighting effect as a good trait.
You can also circumvent a lot of critics that don't like the idea of post
diamond armour (for being to OP etc.), by equipping your platinum on an
indirect piece of armour and maybe adding an extra effect that could come
in handy. Ever thought on adding maybe four platinum ingots around a
shield to make a polished shield? Which in turn can give you the "shiny" effect
(just the first name popping up in my mind for the effect... basically as a
placeholder). Which essentially does the glowing in the dark thing whilst
also protecting you not only from arrows like the normal shield...
but also wards you from incoming splash and lingering potion effects.
Yeah don't ask...no real physics or common sense... just Minecraft magic
like floating trees. However this protection only applies when you block
with the shield and it only prevents the potion effects from adding to
your potion effect stacks...so it won't protect you from damage caused
by potion effects you already aquired and of cause blocking a splash potion
will damage the shield. Same would also apply with sneaking through
a lingering potion cloud whilst holding your shield up (the shield will
receive damage for every tick inside the cloud blocking the potion effect).
I hope my essay (sorry for the wall of text) gave some further inspiration
to your existing ideas and wasn't too harsh (don't give up) since I'm
normally a person who tries to give constructive criticism instead of just
bashing other people. Hence why my texts can be quite a long read.
