My guess is just adding a condition that fails the spawn if it's disabled. It should then have minimal effects on other spawns due to how many attempts are made each instant.

Nobody has pointed out that you can spawn a repeating command block with command /tp @e[type=mob] 0 0 0, where mob is replaced with the name of the mob you want to remove.

How about /kill @e then and the specificed mob?Thought it might be laggy constantly killing specificed mobs, so this new gamerule would be quite useful if ever implemented.

Would prefer to see the selection of mobs possible in a world settable only at world creation. [Being able to turn specific mobs on & off "live" feels excessively 'cheaty' IMO.]
Adding this feature to world customization options (which need to be brought back last Thursday) should be fairly simple to code, non-laggy, and provide both a boon to map makers and additional choices for players.

Instead, json files packaged with the World, similar to Loot Tables, could alter Mob Spawning Rules in general.
This Way, not only could you disable a ceartain Mob, but you could completely change what Mob spawns where, and whith what Percentage.
They would propably be structured by Biome. And special Tables for Structures.
It wouldn't be a thousand game rules, you would only have to add at most 1 command with a parameter that takes an entity. That really isn't much more complicated than we have right now.

There should be a command called /gamerule disablemob where whatever mod you type after it will not spawn.

Sure. Why not?
Something like this could be part of an extra menu in the world
customisation options.
That way people can make their zombie apocalypse themed
adventure map (as an example...I know the market is
oversaturated by now) without having to bother with creepers
and spiders popping up here and there. Or whilst we are at
it...disable spiders if you have arachnophobia (I have and
I still play with them turned on... MC is blocky enough...
Skyrim however... my most dreaded low level encounter).
Though you do have to take into consideration that you'll
be missing out on certain drops. So with no creepers around
it will take you a lot longer than normal to aquire any amount
of gunpowder...having to raid tombs and such.^^

My suggestions: Enhancements - Throwable Fire Charges - On Phantoms and Elytra. Also check out The Minecraftian Language. This signature is not here to waste your space.

You could use a data pack t remove all the drops and xp from the specified mobs, but at that point you're going way overboard.
