Yes. Lets also get rid of skeletons because they can shoot players from really far aways which is really annoying. Because I personally do not like it, it should be disabled.

craft a bed.
What about.........
creepers - always sneeking around blowing my builds up
endermen - always nicking block & chasing after me just because I accidentally looked at them
If you don't want phantoms, craft a bed. Or obtain a repeating command block and set it to /tp @e[type=phantom] 0 0 0. Or talk on the Discussion forum on how you want phantoms gone (like we all do).
I'm on the fence about this one. Sure, you can just sleep, but that means spending a slot hauling a bed everywhere if you plan on being out for more than a few days, which can be very annoying when exploring since you lose out on an inventory slot for rare items. At the same time, phantoms are easy to kill if you can aim with a bow.
Their existence also seemingly solves no problem. Night time wasn't dangerous enough to cause people to sleep, so people work through the night instead of sleeping. In response, a mere annoyance of a mob that forces you to sleep to avoid its annoying encounters is added.
Simply implementing MobB as originally teased "spawn only at high altitudes" (getting rid of the mid air spawns) would make it possible to mob-proof an area without roofing it…
Commands/gamerules that disable specific mobs are not [IMO] a good answer to the vanilla problem. (Although adding this functionality might be appreciated ny the map-making and/or modding community… all the more so if the same interface could control the presence of various mod created mobs.) IF (and a big IF) this is done, doing so for all mobs at once would be logical (and likely require only trivially more effort than installing a switch for one mob).
[Mods can already do this appears to be a prohibited response.
As does 'use a bed' as this appears both belittling and nonresponsive to the suggestion.]
That an unwanted change can be easily avoided does not lessen the offense of its intended coercive purpose.
With the above in mind, it would be useful to detail the reasons why a suggested change would be helpful.
The reappearance of 'sleeping bag' (non-spawn resetting bed) proposals and the mentioned discussions by numbers of players unhappy with the implementations of both MobB and the drowned would seem to indicate that the OP suggestion (however poorly developed or supported) is worthy of better treatment.

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
Actually that's removing a game part. Craft a bed. Tame a cat. Or you are too lazy?
Phantoms don't serve any purpose other than forcing the player to sleep, and they're not even very good at doing it. They just spawn really high, fly down and try to harass the player, retreating when they take damage. Plus managing a cat could be difficult on long journeys based on how chunks render, and carrying a bed on a long expedition would force the player to sacrifice a potentially valuable item just to avoid these things.
Apparently phantoms prevent sleeping, too. That makes them even worse.
"Removing a game part" isn't a useful claim to make, either. Gamerules exist to change parts of the game. mobGriefing didn't exist at one point. keepInventory didn't exist at one point. What's wrong with adding one to remove a mob serving no purpose other than being annoyance?

If you'd like to talk with me about other games, here are a few I play.
Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.
I really don't see a use for this. If you are willing to use commands like this, you could just make a command block that teleports them all to the void. There might be a very slight increase of lag as it has to move the mobs rather than just prevent them from spawning, but nothing substantial.

I think we do need at this point a means to disable any unwanted mobs via a single one and done command. Not just phantoms, but ANY mob specified. And using command blocks is just less than ideal and has it's drawbacks. This has a lot of reason to exist for creative mode too.

Maybe a gamerule that removes sleeping requirements and penalties? No phantoms, you can sleep while monsters are nearby, you don't need to be standing directly next to the bed, not every player needs to be sleeping at once, et cetera. That could be useful in singleplayer and small multiplayer servers but could potentially sacrifice elytron repair and the night if someone does sleep on a server. It has drawbacks that make sense and don't exist for the purpose of balance, such as how turning doMobLoot off can sacrifice useful item drops or turning off the weather cycle can prevent charged creeper and skeleton horse spawning.

this is first that new versions needest
Or maybe try sleeping at night? That way you won't have to bother with those.
If you don't want them play an older version or use a mod that disables them

My suggestions: Enhancements - Throwable Fire Charges - On Phantoms and Elytra. Also check out The Minecraftian Language. This signature is not here to waste your space.
