Removing sword enchants from axes would severely reduce their effectiveness as weapons making them basically just a slow-swinging sword-disabling device which is why this gets No Support from me. Efficiency is an incredibly easy enchant to get on a tools with about 1/3 (may only be 1/4 since 1.13, been enchanting mostly books so not sure) of the tools I enchant getting either efficiency 3 or 4 and is also a fairly common book enchantment so I'm not sure how exactly you do your enchanting but I recommend enchanting books when you are looking for specific enchants.
Edit: Just realized you're talking about specifically from enchanting tables but I still don't like the idea. Enchanting tables are fair if nothing else and having so you can't get sword enchants for your axe seems as alien to me as not being able to get unbreaking on a sword... still, that's not nearly as objectionable. Now I'm at Partial Support.
The 'hand weapon' enchantments (Sharpness, Smite, BoA) can already be added to axes only via an anvil.
Wow, you know I totally forgot that when I was replying to the OP. So if they are getting the weapon enchants from an enchanting table then it has to be coming from a mod, not vanilla. Seems like this suggestion is invalid.
Back in 1.12.1, axes did the most damage (a wooden axe doing 7 damage, but having a crappy attack speed, stone doing 9 damage, and having .7 attack speed and diamond doing 9 damage and having 1 Attack speed) so why not enchant it to make it even more OP? I like to only use swords if I am fighting a mob of mobs (10 Zombies , 4 Skeletons , and 3 Creepers )
