no its NOT mobs who are huge and super powerful this is what it is
mobs have a 20% chance of spawning as a mutant and so it would look like this like half zombie half skele or creeper or spider (it would be a 6 legged mob) they would have the abilitys of both mobs (spider creepers on walls or zombie neutral ghasts) in the nether it would be neutral ghasts and instead of fire balls its giant flying gold sword and also it would have a melee attack if close to the ground and the player
zombie pigmen would have tenticals and be aggressive *not flying* and throw fire balls (and again it still has a melee attack)

hmm.... i can see why you'd think that
how about this
5% chance on easy
10% on med
20% on hard
(if added?)40% on INSANE
zombies are undead not mutant
creeper means like vines
so they are NOT mutant
But it seems like all of the combinations would be hard to implement without breaking the general feeling of the game.
Some things would work... like that zombie/skele thing you talked about... but some wouldn't... like a spiderslime...
