I think you should be able to corrupt a Potion of Slow Falling with a fermented spider eye to get it to be a Potion of Levitation.
Other : was that a run-on sentence?
I think the reason they intentionally left the potion of levitation out of survival was due to how easily it can kill. Adding a levitation effect to an arrow or splash potion would create a really deadly potion that could significantly impact pvp. Personally I like wither and levitation arrows for how powerful they are but I can see why they aren't vanilla items.
That sentence isn't a run-on sentence; however, it does seem to be missing some commas. I believe the fragment "with a fermented spider eye" is an appositive that should be separated from the rest of the sentence with commas. I'm also not sure "get it to be" is proper English. I may be wrong but "get it to be" seems like very awkward word usage when "make" or "create" could've been used. It's been a very long time since I've gone to school so I honestly don't remember all the rules.
I've always liked this idea, as long as the Splash and Lingering Potions as well as Tipped Arrows are nerfed to the point where you aren't able to launch someone into the sky and let them die from fall damage. It would also help if players had a small amount more control while levitating, to prevent them from being sitting ducks after getting hit.
