If there is a sky skeleton it should ride a phantom like a spider. An underwater skeleton wouldn't work because bows don't work well underwater. Thats why there are drowns with tridents.
What if underwater skeletons had swords? Zombies underwater are long rage, so the tables could turn and have skeletons be close range. The skeleton could also have seagrass stuck to it to make it look cool. Maybe even leather boots or something to make it look like a drowned pirate skeleton.
Tbh I think that if they where to add mobs that "fly", they should just add the entire Eather dimension (if you remember or know of that mod) and have angels etc as mobs up there. As for the overworld, I don't think we need more flying hostile mobs, but maybe birds? Seagulls or normal birds maybe? that would be cool.

I actually love that idea. Some could have eye patches or a pirate hat and you would be more likely to find them on abandon ships.
I think a cool name for some sort of sky-themed skeleton could be a Drifter. As for what they do, perhaps they spawn in the Mountain biome (or just above a certain elevation) and have a permanent slowfall effect?
Phantoms are very much a mix of skeleton and zombie. Since skeletons don't drown in 1.13+, perhaps simply putting wither skeletons in shipwrecks and rarely in ocean ruins would suffice. I suggested this earlier but it got shot down right away. As said above, bows don't do well underwater, but swords are fine.

I like the idea of the Sunken (pirate skeleton named by YoshiNoodles), though a flying skeleton or skeleton riding phantom seems outrageous. First of all, phantoms are OP as it is, if you have no armor and 2 are after you, your doomed. If you don't have any armor, and a skeleton is after you, its extremely annoying, Combining the two is just like suggesting all noobs die instantly. A skeleton with slow falling seems reasonable, though.
I think doing stuff for skeletons just because it was done for zombies makes both mobs appear less unique and more boring. They should have completely separate developments, variations and behaviours. In fact, I think the existence of zombie's water variant itself is a reason to avoid introducing any water counterpart of skeletons.

Hi all!
I love Minecraft, it's a great game. I've noticed something, though.
There's the Zombie and the Skeleton.
There's the Husk and the Stray.
There's the Drowned and th- oh! Nothing!
Every zombie in the game has a Skeleton.
What if there's an underwater skeleton?
Or a skeleton that flies through the sky or soars with an elytra (as Husks and Strays are found in completely different places).
Anyway, I'm open to ideas.

I also like the idea of the flying skeleton.
Not that an underwater skeleton would be a bad idea, though it would be a bad idea to go swimming!
