This is really such a little thing but the moon really needs to be rotated 90 degrees so that when the moon is at the horizon the crescent should face toward or away from the horizon. I know the phase is meant to be able to show what time of night it is so I'm not suggesting that the phases actually work the way the real moon does.(A crescent moon never has the tips facing the horizon at night. And you would have no moon at all for a large part of the night at that.)

Nope, the phase is meant to show what day of the week it is in Minecraft (there are only 8 days in the lunar cycle and the Beatles wrote a song about an 8-day week...you do the math on that one). The moon cycle is itself also a distinct and unchangeable modifier of the regional difficulty value, which controls things like the frequency of potion-effect spiders and zombies/skeletons wearing enchanted gear; the full moon represents the high-point of this modifier and the new moon represents the low point. Other things that moon phase impacts are the number of swamp slimes (most common during a full moon, zero spawning during a new moon) and endermen (most common during a new moon) that spawn.
The moon phase changes at the beginning of a day-night cycle, the start of which occurs when the moon disappears below the superflat horizon (as opposed to a really tall mountain or cliffside in a normal world). The aforementioned effects of that moon phase are enacted throughout the entire day, so during a new-moon day you might notice a bunch more endermen around while the sun's up.

Moon phase does not affect Endermen spawning; I have no idea where the Wiki got it from (they do not even say what version it was added; somebody just added it in an edit on March 2, 2018, their only Wiki edit) but code I found online for 1.12 (the relevant code does not appear to be modded) makes no reference to moon phase (nor does the code for 1.6.4 so it is not like it was removed, or only existed for some versions between them. The Wiki page for 1.13 also makes no mention of this so it isn't a new feature in 1.13, or if it is it needs documentation):

If you want realism, we should always have a total lunar eclipse.
Or, if the moon is far away enough that the world isn't rendered from its "viewpoint", a constantly full moon.
